José Higinio Uriarte del Barrio (born January 11, 1843 in Asunción ; † April 21, 1909 ibid) was a Paraguayan politician who was President of Paraguay between 1877 and 1878 .

Life

Uriarte graduated from the Universidad de Buenos Aires and later took part in the Triple Alliance War between 1865 and 1870 , a struggle of Paraguay against the allied states Argentina, Brazil and Uruguay , which ended in the complete defeat of Paraguay and as the bloodiest conflict holds true in Latin American history. Paraguay lost most of its population as a result of the war (around 384,000 of around 500,000 inhabitants). In addition, the victors annexed around 50 percent of Paraguayan territory and kept the country occupied until 1876. Paraguay lost its economic efficiency and its prosperity. During the presidency of Cirilo Antonio Rivarola following the war , he was first a member of the Senate (Cámara de Senadores) and then a member of the Chamber of Deputies (Cámara de Diputados) , of which he was temporarily president.

On November 25, 1874, Uriarte became vice-president and, after the assassination of Juan Bautista Gill in an uprising on April 12, 1877, he succeeded him as president of Paraguay . In October 1877 he succeeded in suppressing a coup led by former President Cirilo Antonio Rivarola. During his presidency, through the mediation of US President Rutherford B. Hayes , negotiations were held to settle the border and territorial disputes in the Chaco , which had occurred after the Triple Alliance War. The disputes with Argentina were decided in favor of Paraguay, which is why the Department Presidente Hayes was named in honor of Hayes .

His government had to face the difficult economic and social situation in which the country found itself after the Triple Alliance War. During his presidency, the Bank of Paraguay (Banco del Paraguay) was established and the construction of the National College of Asunción (Colegio Nacional de la Capital) was completed. However, there was a massacre in the prison that ended with the deaths of former President Facundo Machaín and other key political prisoners. On November 25, 1878, he resigned and was replaced by the former Foreign Minister Cándido Bareiro .
