Horst Baier (politician, 1962)

Horst Baier (born August 5, 1962 in Salzgitter ) is a German politician ( SPD ). Since March 20, 2020 he has been head of the “Information Technology of the State Administration” in the Lower Saxony. Ministry of the Interior and Sport. Before that, he had been the mayor of the joint municipality of Bersenbrück since March 21, 2012 . From October 2008 to March 2012 he was CFO of the city of Osnabrück .

Studies, community service and work

Baier passed his Abitur in 1981 at the Gymnasium am Fredenberg in Salzgitter and did his community service in the field of geriatric care at the German Paritätischer Wohlfahrtsverband in Salzgitter. He then studied economics in Kiel and Osnabrück. After graduating with a degree in economics, he worked as a board assistant and controller at HDI Haftpflichtverband der Deutschen Industrie Versicherungsverein auf Mutigkeit in Stuttgart and Hanover. In 1996 he moved to the city administration of Braunschweig and headed the newly created controlling department. After a reorganization, Baier became the department head for finance, investments and controlling.

While working, Baier did his doctorate at the Technical University of Braunschweig .

In 2002 he moved to the city of Salzgitter as head of the central control services (participations, controlling, personnel, organization, IT and council matters). Part-time he was managing director of the supply and transport company Salzgitter GmbH.

In 2008 he was proposed for election as CFO.

In the city of Osnabrück, Baier was part-time managing director of Osnabrück Beteiligungs- und Grundstücksentwicklungsgesellschaft mbH.

As part of his work as mayor of the municipality, Baier was part-time managing director of Alfsee GmbH, HaseEnergie GmbH, HaseWohnbau GmbH & Co. KG and HaseBäder GmbH.

With the management of the information technology department of the state administration, Baier performs the duties of the chief information officer in the state administration and is therefore the IT representative of the state government.

Volunteering

Baier built up and looked after the Salzgitter Community Foundation as managing director from 2003 to 2008. From 2008 to 2018 he was Chairman of the Board of Trustees of the Osnabrück Community Foundation. In addition, Baier was and is a member of various associations. Baier is also a board member and treasurer at SGK Niedersachsen eV (Social Democratic Community for Local Politics).
