Ban Houayxay ( Lao : ຫ້ວຍ ຊາຍ ) (also known as Huay Xai or Houei Sai ) is the capital of the Lao province of Bokeo , on the border with Thailand .
The city is located on the Mekong River , across from Chiang Khong in Chiang Rai Province ( Thailand ) and is the northernmost border crossing between the two countries. The two were previously only connected by a ferry. In December 2013 the Fourth Thai-Lao Friendship Bridge was completed, which crosses the Mekong to Thailand. As a border town, Houayxay has a long history of drug smuggling and was also a stopover for US troops during the Lao Civil War in the early 1960s. Houayxay is also the end point of National Road 3 , which connects the People's Republic of China with Thailand across the border at Boten in Yunnan and Luang Namtha .
Houayxay has a domestic airport with regular flights to Vientiane and Luang Prabang . Probably the most popular means of transport are boats, which can be used to travel across the Mekong to Pakbeng , Luang Prabang and other destinations.
The French fortress ruins Fort Carnot are located on a hill . From here you have a view of the city and the Mekong River.
