Hysni Kapo (* 4. March 1915 in Tërbaç , Vlorë District ; † 23. September 1979 in Paris ) was a leading Albanian communist politicians during Enver Hoxha - regime and Politburo member of the Party of Labor of Albania . He was considered a rather conservative politician, close confidante of Hoxha and was  traded after Mehmet Shehu as number three in the state and a possible successor to Hoxha.

Life

Hysni Kapo did a commercial training in Vlora , where he later worked as an accountant and as a nurse for the mentally handicapped in the public hospital. He was a founding member of the Communist Party of Albania in 1941 and political secretary of the local party committee of Vlorë. In the same year he founded an armed resistance group. In the communist Albanian resistance he later took leading roles. In 1943 he was accepted into the Central Committee of the Labor Party.

In 1945 he married Vito Kondi , whose brothers were also resistance fighters and active in the party. She was a member of the Central Committee from 1952 and a minister in the 1980s.

In 1945 Kapo was a member of special courts against war criminals and enemies of the people . In 1945 and 1946 he served as envoy  in Belgrade . He also represented Albania at international conferences and, from 1947, before the United Nations Security Council in the Corfu Canal case . In 1947 he was appointed Deputy Foreign Minister. He had been a member of the Politburo since 1946, and in 1956 he was also admitted to the Secretariat of the Central Committee. In July 1950 he was appointed by Hoxha as one of three deputy prime ministers , and the following year as Minister of Agriculture. He was no longer a member of Shehu's government from 1958.

In 1960, a year before the Soviet Union severed ties with Albania due to numerous conflicts between the Soviet and Albanian leadership, he was a delegate of the Party of Labor of Albania at a conference of communist parties in Moscow alongside Ramiz Alia . When it broke with Moscow in November 1960, he was significantly involved. Kapo is said to have enabled one of his uncles to run the Ministry of Security. In 1976 he was vice-president of the constituent committee.

Long sick, he died in 1979 in a Paris hospital. He was a member of the Politburo until his death.

He was also one of 154 people who were awarded the title "Hero of the People" ( Hero i Popullit ).
