The International Conference on the Great Lakes Region (English; ICGLR for short), Conférence Internationale sur la Région des Grands Lacs (French; CIRGL for short) or Jumuiya ya Nchi za Ukanda wa Maziwa Makuu ( Swahili ), German about "International Conference of the Region of the Great Lakes ”is an intergovernmental organization in Central Africa . It has twelve states as full members.

Members

The ICGLR includes the states of Angola , Burundi , Democratic Republic of the Congo , Kenya , Republic of the Congo , Zambia , Sudan , South Sudan , Tanzania , Uganda and Central African Republic .

Co-opted members

Egypt , Ethiopia , Botswana , Malawi , Mozambique , Namibia , Zimbabwe and Somalia are co-opted members of the ICGLR.

organization

The headquarters are in Bujumbura , Burundi. It is headed by an Executive Secretary, Zachary Muburi-Muita since 2016 . Other branches are the Goma Center and the Lusaka Center .

Among other things, the organization concluded a “Pact for Security, Stability and Development” in the region. Summits of the heads of state and foreign ministers take place regularly. In 2017, the heads of state met in Brazzaville for the 7th summit.

history

On November 20, 2004, the Dar-es-Salaam Declaration on Peace, Security, Democracy and Development was signed in Dar es Salaam in response to the Second Congo War . Today's basis is a 2006 agreement ( Pact ) that was amended in 2012. The protocols laid down in it include a non-aggression pact, which contains a mutual defense promise.

In 2018, a delegation from the ICGLR took part in the elections in the Democratic Republic of the Congo as election observers .
