The higher state authority IT Baden-Württemberg (abbreviated BITBW or short name: IT Baden-Württemberg ) has been the central IT service provider for the state of Baden-Württemberg since July 1, 2015 . It was set up as a higher regional authority in the business area of ​​the Ministry of the Interior and is run as a regional operation .

At the same time as the establishment of BITBW, the Baden-Württemberg State Administration Information Center was closed .

Tasks and services

IT Baden-Wuerttemberg (BITBW) will be responsible for providing basic information technology for the state administration. In addition, it will offer IT services for agencies and institutions in the country. The immediate state administration will be subject to compulsory use. The tasks are: office communication (e.g. workstation computer), network and network services (e.g. secure access to the Internet), data center (e.g. IT-Grundschutz according to BSI ) and service (e.g. specialist applications).

In March 2018, the Baden-Württemberg state data protection officer, Stefan Brink , asked Microsoft to make improvements in view of the security gaps that had become known in Windows 10 , and expressed concerns about data protection law. In this context, it is criticized that BITBW, as an IT service provider for the state administration in Baden-Württemberg, regardless of the open security issues, had the public administration (including the state data protection authority) already equipped with Windows 10.

In the first quarter of 2018, the Baden-Württemberg Minister of Education, Susanne Eisenmann ( CDU ), criticized the information policy of the Baden-Württemberg IT Baden-Württemberg (BITBW) state authority, which is responsible for Ella's technical planning, and the IT service provider in connection with a botched start date for the "Ella" digital education platform Municipal data processing Baden-Franconia (KIVBF). As a result, doubts about the project were expressed and the 24 million euro educational platform was sometimes criticized as being Stone Age.

Due to the ongoing delays with the state's digital education platform, an external expert was commissioned to fundamentally check the technical feasibility of the functions that the ministry expects from “Ella”. In addition, there were open questions about security, user-friendliness and data protection regulations.

The appraiser from the consulting firm "DST it-services" confirmed that the project, which was intended as a digital lighthouse project for schools by the state government, had considerable shortcomings, but did not come to the conclusion that the educational platform was technically not feasible. The Minister of Education was "horrified" by the expert's results. The basic project planning and future of the IT project were discussed controversially in state politics. Eventually the country canceled its development contracts completely and announced a restart for the project. It is assumed that the "breakdown" of the unrealizable educational platform "Ella" could ultimately cause damage in the double-digit millions.

The progress of the project was repeatedly the subject of debate in the state parliament's education committee. It was criticized that for the million project "Ella" there is no contract between the state as client and the manufacturers, but only a "letter of intent", a kind of declaration of intent.

In October 2018, the State Audit Office of Baden-Württemberg examined the "degree of digitization in road construction administration" on behalf of the state parliament. The independent auditors from Karlsruhe found some problems. The current hardware is based on the requirements of a "standard workstation" for administrative tasks and not on the special requirements of building management. Therefore there is a lack of powerful computers for large amounts of data as well as scanners, printers and copiers that are suitable for working with large-format plan documents. Communication is also made more difficult because there is a lack of stable network connections, sufficient line capacities and fast Internet connections.

Most recently, with regard to the BITBW, “excessive demands with the multitude of tasks” were assumed. The CIO of the state of Baden-Württemberg, Stefan Krebs , was accused of inactivity in his supervisory role. The increasing criticism of BITBW and the IT projects for which it was responsible was finally taken up by Interior and Digitization Minister Thomas Strobl and announced a comprehensive evaluation of BITBW.

Nevertheless, the criticism of the efficiency and the diverse tasks of the BITBW persists. In October 2018, the state's museums feared additional costs in the millions if they transfer their information and communication technology to BITBW. The state museums have so far benefited from the inexpensive BelWü state university network , which connects all scientific institutions in Baden-Württemberg with high-speed data lines. Stefan Krebs admitted that BelWü is cheaper for users. The additional costs are due to increased security and reliability.
