Inbu-hedj was the name of the first Lower Egyptian district . The Gau extended a little north of Saujet el-Arjan to south of Lischt on the west side of the Nile and is given in the Gauliste des Sesostris - kiosk with a length of 42.5 kilometers. The main place was the city of Memphis , from which, analogous to Thebes in Upper Egypt , the upper administration of all Lower Egyptian districts was run.

The first mention of Inbu-hedj as a Gau can be found in Sahure and in the world chamber of the Niuserre sanctuary . Since the New Kingdom , the district has been run by the Mayor of Memphis and also includes parts of the east bank, such as the Tura quarries .
