action
Tsim Sha Tsui neighborhood in the Hong Kong Special Administrative Region in 1991. Police Inspector Wong secretly hires Mary Hon, wife of an aspiring triad and police informant, to liquidate a powerful leader of a criminal organization. The woman chooses the young Ming as the assassin, who somehow fell for her. After the successful attack, the hit man is smuggled into a police academy.
Four years later, the murdered man's second eldest son, Ngai Wing Hau, takes over the family patriarchate in Hong Kong's underworld. To do this, the shrewd tactician subdues the five ruling triad leaders and forces them to extortionately transfer protection money. At the height of power, Hau finally tries to atone for the unexplained death of his father and to bring the masterminds of the plot to account.
Meanwhile, the dedicated police candidate Yan, a half-brother of the house, is striving for a solid police career, but he is denied it due to family ties to the Ngai family, although he distances himself completely from organized crime. Police inspector Wong took care of the young man and smuggled him into the triad organization as a police spy , despite massive concerns from his superior .
The smart house, however, has political ambitions. At the same time, he acts aggressively against possible conspirators within his own family. Triad member Sam, Mary's husband, therefore flees abroad. Mary is murdered. Inspector Wong, who is now thinking of giving up, finally secures the services of Sam as an important key witness. In the decline, Hau tries to kill the traitorous Sam, who is supposed to testify against him. But the former companion becomes an incalculable opponent. At the end of the film, Sam Haus has the entire family clan murdered while Hau is shot by Wong.
Sam rises to become Wong's new triad boss and overpowering mortal enemy. Ming, Sam's infiltrated police officer, and Yan, Wong's undercover agent, are forced to remain in their roles.
