The Institut Barcelona d'Estudis Internacionals (IBEI) is an inter-university research institute, but also an educational center for advanced postgraduate studies based in Barcelona . The IBEI was founded in 2004 by five public universities from Barcelona ( Universitat Pompeu Fabra , Universitat de Barcelona , Universitat Autònoma de Barcelona , Universitat Politècnica de Catalunya and Universitat Oberta de Catalunya) and the CIDOB Foundation ( Barcelona Center for International Affairs ), with the intention of to advance further education and research in international relations and related issues. The current director of the institute is Jacint Jordana, Professor of Political Science at the Pompeu Fabra University. The president of the institute is Narcís Serra, former defense minister and former vice-president of the Spanish government.

The IBEI offers various postgraduate programs in its facility on the Campus de Ciutadella of the Pompeu Fabra University (UPF). In addition to the Master in International Relations, which has been offered since the course year 2004–05, there is now also a Master in International Security (since 2012–13), the Erasmus Mundus Master in Public Policy - MUNDUS MAPP (since 2012–13), as well as the Master in International Development (since 2016-17). All Master’s programs are taught in English, with the exception of the Master’s in International Relations, which is offered in two languages ​​(Spanish-English). The IBEI is a member of the Association of Professional Schools of International Affairs (APSIA). The various IBEI master’s programs are confirmed as official masters. The student body is characterized by a high diversity of countries of origin and every year students from 35 different countries are admitted to the programs. The increased internationalization of the master’s programs issued at the IBEI was recognized by receiving the label “International Master’s Program” (“IMP2013”). This label was issued by the DGU of the Generalitat de Catalunya for the university master's in international relations. The IBEI has seen a constant increase in students since it was founded and has around 150 students enrolled in the master’s programs.

The teaching staff of the IBEI is also characterized by its international character and has a clear research profile, with more than 20 active doctors working in different research groups. In addition to the institute's own researchers, those professors enrolled at the IBEI who come from other universities in the greater Barcelona area are also included. The institute has developed into an important scientific institution that focuses on four essential areas: regionalism and global governability, networks and institutions in a globalized economy, connections between development and security, as well as power and multilateralism in a global world.

The IBEI is one of the national and European reference centers in the field of political science and international affairs.

Location

For the first ten years of its existence, the IBEI was located in Barcelona on Elisabets Street in the Ciutat Vella district , in the Raval district . That from the XVI. The IBEI was created to advance scientific knowledge through advanced research and the establishment of advanced postgraduate studies with the aim of increasing understanding of the global challenges our world faces in terms of politics and international relations. The emblem of the Institute of International Studies in Barcelona is a black square divided into four equal parts. Each of these four parts contains a letter of the institute's abbreviation, IBEI, in white letters. Each square has a different color as a background: yellow, red, blue and black.

Corporate form

The Barcelona Institute of International Studies is a private foundation. It is a non-profit organization. This status is recorded in the public foundation gazette of the IBEI, as well as in the register of foundations of the Catalan government ( Generalitat de Catalunya) . The IBEI counts on independent legal validity and action and is considered an inter-university research institute, which is managed by the statutes of its foundation as well as by the institute's own regulations.

Organization and management

The current president of the IBEI is Narcís Serra, economist and Spanish politician who was previously mayor of Barcelona (1979–1982), Spanish defense minister (1982–1991) or vice-president of the Spanish government (1991–1995).

The current director of the institute is Jacint Jordana, Professor of Political Science and Administration at the Pompeu Fabra University. His central research area relates to the analysis and comparison of public policy, with a special focus on the policy of the regulations and their specialized institutions.

The board of directors ( patronage ) is the main administrative body of the foundation, while the science council takes care of academic matters. The IBEI also provides a prestigious international academic council, of which Javier Solana is president . This meets twice a year to debate the strategic direction in the medium and long term.

Quality of the study programs

The study programs offered at IBEI are managed by an internal quality guarantee system. The IBEI's Scientific Council is responsible for this, which measures student satisfaction but also controls the general course of the study programs. The Commission for the Quality of Study Programs is the body responsible for managing and monitoring the Institute's study programs. The IBEI's offer is recorded in the register of universities, teaching centers and titles of the Ministry of Education of the Spanish Government.

Funding, agreements and academic participation

The IBEI counts on the support of the Ajuntament de Barcelona, ​​the Diputació de Barcelona, ​​the Fundació “La Caixa”, the Generalitat de Catalunya and the Àrea Metropolitana de Barcelona , as well as the support of many other companies and organizations.

The institute also has agreements with other research and teaching institutions. In addition to the University of York and the Central European University of Budapest , the IBEI is a member of the consortium of university institutions MUNDUS MAPP within the European Commission's Erasmus Mundus program . In addition, the IBEI has numerous other cooperation agreements with various academic institutions from Europe, Asia, North and South America, which pursue the goal of developing joint activities, exchanges between students and professors, and other initiatives for academic cooperation.

Study programs

The IBEI's academic offering currently offers four postgraduate courses: Masters in International Relations, Masters in International Security, Erasmus Mundus Masters in Public Policy (MUNDUS MAPP) and Masters in International Development. Furthermore, summer courses are organized in the areas of interest of international relations and international economic policy. The predominant language of instruction is English, although the Master in International Relations also offers an option for bilingual English-Spanish. Students must have prior training and an advanced level of English in order to enroll in the courses.

Master in International Relations

The Master in International Relations is the program with the largest number of students and the first Master course offered at the IBEI. Currently, the average number of enrolled students is 90 participants per year, who come from 30 different nationalities.

The master’s degree is currently offered in English or bilingual (English-Spanish) and in two modalities (one or two years). The program has three areas of specialization: Economic Policy of Development, Global Governance, and Peace and Security. The program works with interdisciplinary topics and aims to convey the complexity of current world events to the students. Furthermore, this type of learning promotes the development of the necessary qualities to ensure a successful career in a wide range of academic and geographical opportunities in an international environment. The IBEI counts on agreements with various international organizations , non-profit organizations (NPO), public administrations and transnational companies, with the help of which students can gain valuable internship experience within their chosen program.

Master in International Security

The International Security Master's program has been offered since the 2012–13 course year and has an average of 25 students with 15 different nationalities.

The master’s degree is taught in English and full-time, i.e. in one year of the course. This academic program equips its students with knowledge in the fields of political science , international relations , economics and security. This knowledge is essential for those students pursuing a career in defense and international security. Like the Master in International Relations, the Master in International Security offers internships with external partners.

Master in International Development

The Master in International Development is a one-year study program that has been taught since the course year 2016-17. Its interdisciplinary program is designed to provide students with an international perspective on the subject of development. Professor Max Spoor comes from the Institute of Social Studies at the Erasmus Universiteit Rotterdam in The Hague and is not only an affiliate professor of the IBEI, but was also part of the committee responsible for the creation and development of the program.

Master Erasmus Mundus in Public Policy (MUNDUS MAPP)

The Erasmus Mundus - Masters in Public Policy (Mundus MAPP) program is a two-year, international program supported by the European Commission. This program is run by the IBEI, the University of York , the Institute of Social Studies of The Hague and the Central European University of Budapest. Students of this Masters can choose their specialty from the following subject areas: political economy of development, governance and development, European public policy and global public policy. The master’s program offers an internship system financed by the European Commission.

Training courses

Every year the IBEI organizes various summer courses in the areas of international relations, global governance and international political economy. In recent years, the courses have been taught by academic personalities with a high international reputation, such as Helen Milner and Andrew Moravcsik . In addition, the IBEI organizes other academic activities for advanced training, both selectively and periodically. The Master in Diplomacy and Foreign Trade, which is organized by the IBEI in collaboration with DIPLOCAT (Generalitat de Catalunya), stands out from this. Other activities are the courses from the Barcelona'gov network, of which the IBEI, together with the City Hall of Barcelona, ​​the University of Pompeu Fabra and the IGOP (Autonomous University of Barcelona) is a member.

Student body

The ALIBEI, Association of Former Students of the Institute of International Studies Barcelona, ​​was founded in 2008 to strengthen contacts between former graduates of the Institute and counts on a program in which former graduates act as tutors for the new students who change the admission and matriculation procedures Request support, act.

The research activities of the IBEI are organized in transversal and interdisciplinary research groups, which underline the strength of the institute with regard to international studies. Each group brings together members of the IBEI professorate, partner professors, visiting academics and doctoral students who exchange their knowledge on a common topic. There are currently five research groups at the IBEI. The Globalization and Public Policy group focuses on the influence of various personalities who express their economic and political interests in relation to globalization. The Norms and Rules in International Relations group studies the role of rules and norms in maintaining international order, as well as the related formal but also informal behavior of the respective institutions. The Institutions, inequality and development group examines the economic and political dynamics that create different patterns of inequalities and thereby produce different results in world development. The Security, Conflict and Peace group analyzes the leaders, the consequences, as well as the conflict policy and political violence, along with the strategies that can be adapted to prevent or manage certain outcomes. The group States, diversity and collective identities examines the behavior of state and supranational institutions, as well as that of civil society, with regard to the establishment and mobilization of collective identities.

The professors of the IBEI take part in various research projects with international partners, some of which are financed by the European Commission, the Spanish and Catalan governments. Furthermore, the IBEI publishes a series of discussion papers which publicly present the ongoing work. Old research programs

There are three research programs at IBEI: global governability, networks and institutions of a globalized economy, and security, power and multilateralism in a globalized world 21 . The majority of the research projects are funded through research projects awarded by tender, which are mainly promoted by the European Commission, the Spanish Government ( Gobierno de España ), the Autonomous Catalan Government ( Generalitat de Catalunya ) and other public and private institutions. The IBEI has received funding for around 30 projects since 2008.

The IBEI places special value on those questions that deal with the existing challenges of creating an international system that is multipolar and ensures more balance. The institute's scientific production focuses on combining the interests and concerns of current society with the prevailing dynamics of globalization and internationalization. Furthermore, exchange and cooperation with other centers and researchers are sought in order to promote the production and dissemination of quality research.

The IBEI has carried out research projects with international working groups, such as the CONSENSUS, EUCROSS, BEUCITIZEN or TRANSCRISIS projects, which were funded by the European Commission, or the EU-PERFORM, EUMARR or GLOBALDEMOS projects, which were funded by the Spanish government. In addition, the IBEI has a series of working papers that disseminate academic documents on projects and studies that are still in progress. Every two years the IBEI publishes an annual report that contains the research activities and results of the institute.

Global governability

Global governability is about the changing requirements of general problems and how these are handled in an increasingly interdependent world with more and more institutions and actors. The public and private performers, official and informal bodies, intergovernmental organizations and the transnational forms of regulation interact in a generally complex, sometimes competitive, structure that is often lacking in coordination. The program of the study of a global governability tries to understand the form of a global government, its legal and legal framework, as well as the mechanisms of the accounting. The research program is coordinated by Nico Kirsch.

The main subjects of investigation are as follows: The international institutions and their structures of government, networks and actors in the regulatory, global governability, forms of global authority, recognition of global law, constitutional interfaces between systems of global governability and the international sovereignty in the global order.

Networks and institutions in a globalized economy

The aim of this program is to analyze the political and social economic context with regard to the acceleration of the globalization process in the last decade of the 20th century. This also includes the intensified commercial integration processes on an international level, as well as the dynamics of the new regionalism. Always viewed from the point of view of economic policy, the critically analyzed central themes of the program are the changes in the structures and relationships of the various actors involved in shaping public policy and its national and transnational institutions. The research program is coordinated by Juan Díez Medrano.

The central areas of investigation are the following: The dynamics and politics of development, the effects of regional integration processes, the transnationalization of economic activities, the processes of dissemination of various policies and their institutions, as well as democracy, states and growth.

Security, Power and Multilateralism in a Globalized World

The program deals with different dimensions of the “new” security agenda, which combines problems of a global dimension (environmental and energy risks, transnational crimes, global terrorism, increase in weapons of mass destruction, massive migrations) with traditional problems (wars and armed conflicts, persistent poverty) includes. The investigations are processed with the help of multilateral logic, whereby the research is oriented towards the effectiveness and legitimacy of the current security policy. The research program is coordinated by Esther Barbé.

The main areas of investigation are the following: multilateral security institutions, establishment of a global security agenda, conflict avoidance and management, weak state, globalization and armed conflict, as well as the security spectrum of the European Union.

The IBEI's permanent staff comprises around 20 professors and researchers, which is complemented by a number of postdoctoral researchers, non-continuous professors and other external employees. The IBEI works with a visitor program for professors who come from universities and research centers whose main interests are international research. Since 2008, more than 70 professors and researchers have visited the IBEI facilities, whose stay lasted between two weeks and a full year of courses. Support is also offered to young doctors who submit applications to various calls for proposals to carry out their research topics at IBEI.

Furthermore, the IBEI counts on a group of approx. 15 people who are responsible for the admission processes of the official master’s programs, the academic administration, the coordination of the research projects and their board, the institutional relations, the institute communication, as well as for the administrative activities and the economic efficiency of the institute are.
