The Bundeswehr Institute for Preventive Medicine ( InstPrävMedBw ) is a Bundeswehr agency set up in October 2017.

With around 200 employees, the institute is on the one hand the central archive and information center for health information for the Bundeswehr. On the other hand, the institute carries out prevention research for the defense department.

The department is subordinate to the medical service of the Bundeswehr and is managed by the chief physician Prof. Dr. Dr. Dieter Leyk headed.

Lineup

The institute was solemnly founded on September 12, 2017 on the market square in Andernach on October 1, 2017. At the same time, the Institute for Military Medical Statistics and Reporting of the Bundeswehr and the Central Institute of the Medical Service of the Bundeswehr Koblenz were decommissioned.

structure

The institute is divided into departments A "Health and Performance Promotion" and B "Health Information", each with 5 departments.

Department A, "Health and Performance Promotion", is the departmental research section, whose departments investigate preventive medical issues that are important for the Bundeswehr in close interdisciplinary cooperation.

Department B "Health Information" manages an extensive knowledge repository with over 40 million health files and makes this information available for medical information and scientific questions.

The institute is technically and methodologically broadly positioned and has special domain knowledge. The research and services range from simple information and the development of practical test procedures to detailed scientific studies. With its extensive range of services, the institute provides the Bundeswehr and the scientific public with an important basis for decision-making.

Department A "Health and Performance Promotion"

Departmental research builds bridges between science, politics and society. The Bundeswehr Institute for Preventive Medicine conducts problem-oriented and practical research for the defense department and generates important transfer knowledge.

Research in department A a. Doctors, biologists, sports scientists, physicists and psychologists interdisciplinary for health and performance promotion in the Bundeswehr.

A special focus is on the area of ​​tension between order, environment and person.

Department A 1 "Applied Health Promotion"

Digitization and mechanization in work and leisure time as well as everyday habits that are unfavorable to health have also led to a decrease in resilience and performance in the armed forces as well as the spread of chronic diseases.

The task of department A1 is the development of target-oriented health promotion measures for all members of the armed forces, studies on attractors, barriers and incentives for health-promoting behavior and the scientific support / further development of measures within the framework of company health management .

Department A 2 "Physical Performance"

Operational activities such as B. Moving in the field, rescuing the wounded or local and house-to-house fighting place high demands on the fitness, resilience and stamina of the soldiers. This is especially true in view of adverse military conditions (high loads, exhaustion, duration of use, tiredness, wetness and much more). Department A2 carries out field and laboratory studies in which, in addition to anthropometric methods, portable measuring systems (e.g. recording of circulatory, respiratory and metabolic parameters), specially developed force measuring methods are also used. The research activities range from data collection (the aim is, among other things, to set up a "fitness register") to recommendations on personnel selection, education and training to the development of performance tests ( basic fitness test , soldiers basic fitness tool).

Department A 3 "Mental Capability"

Performance begins in the head. Mental performance plays a central role not only with demanding mental tasks, but also with physical stress (e.g. in sports).

Motivation , perseverance, vigilance , mindfulness are just some of the factors that influence work performance. The research of the department A3 is concerned with a. with predictors of performance, the early detection of performance drops and the training of cognitive skills. For this purpose, psychological and psychophysiological data (e.g. eye movements, reaction times, fatigue, working memory in the event of physical and mental stress ) are collected.

Department A 4 "Environmental Ergonomics and Clothing"

In global deployment scenarios, soldiers encounter unfamiliar climatic and geographical stressors (heat, cold, altitude, etc.). At the same time, military threats require the wearing of heavy and insulating protective equipment (ballistic body protection, NBC protective clothing, etc.). The A4 department carries out field tests and realistic investigations in the environmental simulation chamber ( climate and altitude). Here u. a. Measurements were carried out on the heat and fluid balance (e.g. skin and body core temperatures, sweat losses) as well as circulatory, metabolic parameters and changes in performance were recorded.

Research activities range from practice-oriented recommendations for training and use to the development of new technologies for body cooling.

Department A 5 "Medical-Technical Ergonomics and System Informatics"

The traditional research field of medical-technical ergonomics includes studies of health and performance-related effects of military-technical stressors on soldiers (e.g. securing fresh air supply and air conditioning of armored emergency vehicles).

The enormous technical progress means that emergency services are increasingly equipped with complex equipment systems. This brings new research tasks to the fore in Department A5, such as B. Monitoring of physiological body functions, wearable computing , extended and virtual realities .

Scientific systems informatics develops practically usable hardware and software systems for the research activities of the entire institute. This includes research methods and survey instruments as well as the proprietary database management of the empirically collected primary data and aggregated parameters.

Department B "Health Information"

Department B is the central long-term archive of medical data of the Bundeswehr and is a service provider for all aspects of medical information service and statistical evaluations of existing health data. Reliable, evidence-based health information is made available for the department and for individual medical information.

This takes place across departments with precisely defined, transparent processes that can be traced at any time, while strictly observing medical data protection.

In addition, the subsequent preventive occupational health care for former members of the Bundeswehr who were exposed to carcinogenic substances and radiation while on duty is initiated and coordinated in a separate department.

Department B 1 "Medical Analog Document Archive"

The task of department B1 is the legally required archiving of health documents in the Bundeswehr.

With over 40 million health files in the original or on microfilm, one of the largest health archives in Germany was created. It includes u. a. the complete health files of all former soldiers of the Bundeswehr.

With targeted archiving concepts and specially developed archive management systems, all health documents can be made available promptly and made usable for patient information, health reporting and scientific examinations. "Good archiving means not having to search."

Department B 2 "Management of Digital Health Documents"

The future viability of the medical service is closely linked to the digitization of health care. Department B2 works - in conjunction with IT working groups from the responsible departments of the department - on sustainable concepts and processes for digital archiving and use of health data and health documents.

In addition to the aim of promptly providing high-quality data for individual medical information, the aim is to set up electronic registers (e.g. for epidemiological analyzes of training and deployment) as well-founded decision-making aids and advisory services. For example, the electronic recording and evaluation of mission-related illnesses and injuries in a register could open up new possibilities for the evidence-based further development of emergency medicine and trend-setting joint venture potentials with NATO partners.

Department B 3 "Patient Information"

Department B3 is the Bundeswehr's central medical information center for archived personal health documents.

In strict compliance with data protection regulations, the department fulfills the legal mandate to provide information to authorized persons, mostly former soldiers or institutions. More than 30,000 inquiries are answered annually. In addition, the department supports the processing of financial losses incurred by the Bundeswehr (e.g. third party liability for soldiers who have had an accident).

In addition, deaths of active soldiers are medically assessed and documented.

Department B 4 "Epidemiology and Health Reporting"

Department B4 informs the BMVg , higher command authorities and the health facilities of the medical service (but also the defense committee, the defense commissioner of the German Bundestag, etc.) about health disorders that have occurred and services provided in the medical service. To this end, over 400 "tailor-made" health reports are created every year. In addition, anthropometric data , incidences / prevalence of diseases as well as injuries and deaths can be processed epidemiologically. In the course of the digitalization of health care, the development and analysis of health registers, the department will play an important role in the evidence-based further development of the medical service.

Department B 5 "Organization service for follow-up investigations by the Bundeswehr"

In Germany , every employee who has been exposed to carcinogenic hazardous substances, dusts and radiation as a result of their work is entitled to follow-up preventive measures for life. Department B5 fulfills this legal obligation for the Bundeswehr and thus supports the employer's duty of care beyond the end of the service life.

The example of exposure to asbestos , which often only leads to a chronic lung disease or tumor after decades , shows the need for lifelong prevention.

Science management

The collection, administration and analysis of data in the 10 departments are accompanied by professional science and quality management.

Science management is intended to support research planning and the research process as well as promoting scientific networking within and outside the Bundeswehr. It oversees the institute's scientific advisory board.

A major focus is on the transfer of knowledge and closing the chain of effects from research to practical application.

Institute staff

The staff group is the central support element for all personnel, material, organizational and structural matters. It supports and advises the institute management in running the office and is a service provider for all institute members.

The institute's staff is divided into basic management areas that are responsible for personnel, military security, organization and training, material and the IT area. In addition to these core tasks - which are typical for military agencies - the institute staff provides services for the departmental research area and supports e.g. B. science and quality management.

Scientific Advisory Board

The Scientific Advisory Board advises the institute and its superior departments with the aim of promoting the institute's scientific work and ensuring the quality of research and teaching. In addition, the advisory board supports contacts and collaborations with other research institutions in Germany and abroad. The voluntary members of the advisory board cover the various research fields of the Institute for Preventive Medicine with their expertise.

The tasks of the advisory board are in detail:

  • Advice on developing medium and long-term research goals
  • Advice on projects that are to be presented at the annual research conferences of the Bundeswehr Medical Service
  • Advice on research needs / projects that arise at short notice
  • If necessary, professional advice in advance of individual projects
  • Promotion of the scientific connection of the institute to civil research and specialist societies at home and abroad
  • Support in the promotion of scientists and research assistants at the institute

The blue rising and curled tip picks up on the weapon color of the medical troops. The iron cross contained therein is a traditional national badge of the Bundeswehr and former German armed forces. The staff of Aesculapius pictured in front of it is a widespread symbol for the medical profession.
