The Instituto da Biodiversidade e das Áreas Protegidas ( IBAP ; Portuguese for: Institute for Biodiversity and Conservation Areas ) is a state institution in Guinea-Bissau .

She is responsible for the administration of the nature reserves in the West African country, and she also functions as a nature conservation organization .

The IBAP was founded in 2004 and is based in the Avenida Dom Settimio Arturro Ferrazzetta in the capital Bissau .

history

The Bissagos Archipelago was recognized as a Biosphere Reserve by
UNESCO in 1996 . The islands are inhabited by the traditional Bijagos people, whose natural religion traditionally prescribes a sustainable, environmentally friendly way of life, which contributes significantly to the preservation of the predominantly natural archipelago.

With the law of nature reserves ( Lei das Áreas Protegidas, decreto-Iei Nº 3/97 ) in 1997 the legal basis for the establishment of official nature reserves in Guinea-Bissau was created.

In view of the insufficient financing possibilities of the state for the various projects to implement the environmental protection goals, the government of Guinea-Bissau decided on the sidelines of the GEF summit in 2004 to establish an economically autonomous environmental protection institution.

In 2004 the law for the creation of the nature conservation institute IBAP followed, which came into force with publication in the Law Gazette 2005 ( Decreto-Iei Nº 11/2005, Lei da Criação do IBAP ).

With the amendment of the law on nature reserves ( Lei das Áreas Protegidas e as Regras de Gestão , published in the Boletim Oficial Law Gazette No. 9 under the file number Decreto-lei Nº 5-A / 2011 ), the current nature reserves were designated de jure , administrative plans for seven areas were defined and new regulations for the management of four nature reserves were laid down.

Tasks and strategies

In its strategy for the period 2014-2020 the IBAP shows the tension of his work on the possibilities of the IBAP on the one hand by the minimum funding of underdeveloped country and its mostly on subsistence limited living population, on the other hand it has to effectively work, given the importance of the resource wealth of the country for food security , which, with intact ecosystems, remains guaranteed regardless of domestic political crises.

The IBAP also sees significant economic perspectives in its work for the foreign exchange-poor and export-weak country: in a profitable fishery and the sale of fishing quotas with secured fish stocks as well as in permanent export revenues from sustainable forestry , but also in the allocation of international subsidies for the long-term maintenance of its important Biodiversity that is internationally recognized.

The legally defined nature reserves entrusted to it are managed by the IBAP in a system called the Sistema Nacional de Áreas Protegidas (SNAP). All eight (as of 2017) protected areas of the country belong to the SNAP:

In addition to the various tasks such as training courses and awareness-raising work, training of multilingual guides in ecotourism, maintenance, reforestation and conservation measures, data collection and research, the IBAP also takes care of compliance with legal requirements. When they are inspected through the protected areas, a large number of protective measures are carried out and, for example, illegal catches, illegal nets or illegal logging are confiscated. Again and again, however, planned controls and measures cannot be completed according to plan, due to a lack of funding and staffing. Overall, however, the plans are largely met and occasionally even exceeded.

For the practical implementation of its tasks, the IBAP is mostly dependent on the help of the local population and their initiatives, on cooperation with national and international non-governmental organizations , and on international protection programs and multilateral organizations.

The Fundação BioGuiné was set up to finance the nature conservation system (SNAP) after the IBAP was founded in 2004 . She is a non-partisan and public foundation and non-profit organization under private law. The government of Guinea-Bissau, the Global Environment Facility and the World Bank have been working on adequate capitalization of the foundation since 2004, with the goal of a total budget of 10 million US dollars.
