Internet Governance Forum

The Internet Governance Forum (IGF) of the United Nations was founded in 2006 on the basis of a decision by the World Information Summit , which met in Tunis from November 16 to 18, 2005 , in order to create a discussion platform for the topics of Internet governance .

background

Internet governance issues have been heating up people's minds for several years. After a process with two consecutive world summits of the United Nations on the subject of the information society and the months of work of an expert group ( Working Group on Internet Governance - WGIG) no agreement on the concrete future shape of the management of the Internet brought, it was agreed at the second World Information Summit in Tunis on the compromise to set up the Internet Governance Forum.

The delegates from 174 states agreed not to affect the responsibility of the DNS in the conflict between the USA and other states over the administration of the Internet , which is currently under the supervision of the American non-profit organization ICANN (Internet Corporation for Assigned Names and Numbers) by the US Department of Commerce, under the supervision of the global public since October 2016. On the other hand, as part of a multi- stakeholder approach, as a discussion platform for these and other questions in the international public interest - e.g. B. the fight against spam and cybercrime or a new regulation of the system of interconnection fees - the IGF serve.

Convening of the IGF

The Secretary General of the United Nations announced the convening of the IGF on July 18, 2006.

Meeting of the IGF

  • 2006: Athens - The Greek government hosted the first session of the IGF from October 30th to November 2nd, 2006.
  • 2008: Hyderabad - The Indian government had invited for the year 2008, the IGF took place from 3rd to 6th December.
  • 2009: Sharm El Sheikh - The IGF 2009 took place from November 15th to 18th, 2009 at the invitation of the Egyptian government.
  • 2010: Vilnius - The IGF 2010 took place in Lithuania from September 14th to 17th .
  • 2011: Nairobi - The IGF 2011 took place from September 27th to 30th in Kenya .
  • 2012: Baku - The IGF 2012 took place from November 6th to 9th in Azerbaijan .
  • 2013: Bali - The IGF 2013 took place from October 22nd to 25th in Indonesia .
  • 2014: Istanbul - The IGF 2014 took place from September 2nd to 5th in Turkey .
  • 2016: Guadalajara - The IGF 2016 took place December 6-9 in Zapopan, Jalisco, Mexico .
  • 2018: Paris The IGF 2018 took place November 12-14 in France .
  • 2019: Berlin The IGF 2019 took place in Germany from November 25th to 29th.

Duties and mandate

The Internet Governance Forum should only have an advisory function and offer opportunities for exchange between the interest representatives of countries, international organizations, the private sector and civil society, but should not have any binding powers. Details on the tasks are contained in the final document Tunis Agenda for the Information Society , paragraphs 29–82, (in particular paragraphs 72–82). Paragraph 72 describes the forum's mandate. This should:

  • Discuss issues in the public interest related to core elements of internet governance with the aim of supporting the persistence, resilience, security, stability and further development of the internet;
  • Encourage the exchange of views between the institutions dealing with various overarching international public regulations regarding the Internet, as well as the discussion of topics that do not fall within the remit of existing institutions;
  • Liaise with the appropriate intergovernmental organizations and other institutions on the issues with which they are entrusted;
  • Promote the exchange of information and experience, taking full advantage of the expertise of the academic, scientific and technical communities;
  • advise all stakeholders with suggestions on ways and means of accelerating the provision and affordability of the Internet in developing countries;
  • Strengthen and improve stakeholder engagement in existing and future internet governance mechanisms, especially for representatives from developing countries;
  • identify new topics, attract the attention of the relevant institutions and the general public and, if useful, develop recommendations;
  • Contribute to the improvement of Internet governance knowledge and skills in developing countries, making full use of local sources of knowledge and expertise;
  • continuously promote and evaluate the embodiment of the WSIS principles in internet governance processes;
  • also discuss questions about critical internet resources;
  • help to find solutions to the questions that arise from the use and misuse of the Internet, especially for users; and
  • publish its history logs.

Program for Athens

The program of the first Internet Governance Forum stipulated that four main topics should be dealt with initially:

All priorities should be linked to the cross-cutting issue of capacity building so that certain actors - for example developing countries - can participate in the discussion in a meaningful way.
