Irena Ewa Lipowicz (born June 9, 1953 in Gliwice ) is a Polish legal scholar and diplomat, member of the Sejm of the 1st, 2nd and 3rd cadence and professor at the Cardinal Stefan Wyszyński University in Warsaw . From 2010 to 2015 she was the Polish commissioner for civil rights .

Life

In 1976 she graduated with honors from the Faculty of Law and Administration of the Silesian University and was employed as an assistant, later adjunct. In 1981 she became a doctor of law, and in 1992 she passed her habilitation . In 1980 she became a member of Solidarność . She worked at the University of Public Administration ( Krajowa Szkoła Administracji Publicznej ). In 1998 she was appointed professor at the Cardinal Stefan Wyszyński University in Warsaw , where she headed the Chair of Administrative Law. She gave lectures at the universities in Cologne, Athens, Graz, Dresden and Tübingen. In 2009 she received an honorary doctorate from the University of Osnabrück .

She was elected three times to the Sejm as a non-party candidate from the lists of the Democratic Union and the Freedom Union. In 2000 she became the Polish ambassador to Austria . In November 2004 she was appointed representative of the Polish Foreign Ministry in matters of German-Polish relations.

In 2008 she became director of the Foundation for German-Polish Cooperation . Together with Gesine Schwan she directed the German-Polish forum.

In 2010 she was elected by the Sejm as the Polish commissioner for civil rights following the proposal of the citizens' platform . Her successor was Adam Bodnar on September 9, 2015 .

She was awarded the Great Cross of Merit of the Federal Republic of Germany, in 1999 with the Great Gold Medal for Services to the Republic of Austria and in 2003 with the Great Gold Medal of Honor of the State of Styria . For 2014 she was awarded the Viadrina Prize .
