Jörg Michael Fegert (born November 15, 1956 in Heilbronn ) is a German child and youth psychiatrist , psychotherapist and university professor .

Life and education

Fegert studied medicine and sociology at the University of Nantes and the Free University of Berlin from 1977 to 1981 . He then completed his specialist training at the Department of Child and Adolescent Psychiatry and Psychotherapy at the Free University of Berlin as well as at the Kaiserin-Auguste-Viktoria-Haus (KAVH), at the Children's Clinic of the Free University and the Eschenallee Psychiatric Clinic of the Free University. In 1987 he received his doctorate on migration and psychosocial adaptation and in 1991 became a specialist in child and adolescent psychiatry (with additional psychotherapy) and a doctor in psychotherapeutic medicine. In 1995 Fegert completed his habilitation with a thesis on neurodermatitis and problematic behavior in the first three years of life . Just one year later he took up his first university teaching position, because in 1996 he was offered a professorship for child and adolescent psychiatry at Otto von Guericke University Magdeburg .

Services

In 1997 Jörg M. Fegert moved to Rostock after he had received a call to the Clinic for Child and Adolescent Neuropsychiatry / Psychotherapy at the Medical Faculty of the University of Rostock and became head of the department. From 1998 to 1999 he was visiting professor at the Leopold-Franzens University Innsbruck. In 1998 Fegert became managing director of the Center for Neurology at the Medical Faculty of the University of Rostock and stayed there until 2001.

Jörg M. Fegert has been the Medical Director of the Child and Adolescent Psychiatry / Psychotherapy Department at Ulm University since 2001 . It focuses on the issues of child welfare and child protection, in particular sexual abuse of children and young people, integration assistance for children and young people with different and multiple forms of disability, and the determination of “mental disabilities”. Jörg Fegert is one of the specialists when it comes to commenting on and interpreting Section 35a of Book VIII of the Social Code , which deals with minors with mental disabilities , and has developed a special sample statement for this. Since the introduction of the UN Disability Rights Convention, he has been B. in an expertise on the 13th report on children and adolescents for a greater consideration of traumatic previous histories of children in care in youth welfare. From 2003 to 2004 Jörg Fegert took over the acting chief medical officer of the clinic for psychiatry and psychotherapy of children and adolescents at the center for psychiatry “Die Weissenau” in Ravensburg . Since 2004 he has also been active in an advisory capacity for the governing bodies of the Southwest German Centers for Psychiatry . From 2006 to 2010 Fegert was Vice Dean for Teaching at the Medical Faculty of Ulm University.

From 2010 to 2012 he was an expert member of the Round Table on Child Sexual Abuse and headed the accompanying scientific research of the contact point for the Independent Commissioner for the Processing of Child Sexual Abuse.

Since his constitution he has been a member of the Advisory Board of the Independent Commissioner. An important focus of his work at Ulm University are e-learning activities and the establishment of interactive platforms , e.g. B. a complaints platform for students of the University of Ulm, namely within the framework of suggestion and complaint management . The e- learning program early help and the e-learning program for the prevention of sexual abuse of children enabled several thousand participants from different professions to receive qualified training. Another e-learning program has been developed for the Center for Child Protection of the Pontifical Gregorian University .

Fegert heads the “Competence Center Child Protection in Medicine” in Baden-Württemberg, which was initially funded as a project by the Ministry of Science, Research and Art Baden-Württemberg for several years and in 2016, through the establishment of two professorships at the Clinic for Children and Adolescent psychiatry / psychotherapy was stabilized. He is co-founder and co-spokesman of the Center for Trauma Research at the University of Ulm, a transdisciplinary initiative to better research the mechanisms of trauma effects in trauma surgery, somatic and psychological areas. The Ministry for Science, Research and the Arts Baden-Württemberg also supported this initiative with a permanent W3 professorship, the first professorship for trauma and acute child and adolescent psychiatry / psychotherapy in Germany, which was filled in 2016 by Paul Plener. After six years as deputy chairman of the scientific advisory board for family issues at the Federal Ministry for Family, Seniors, Women and Youth, Fegert has been chairman of this committee since 2017.

Fegert founded the three-country institute “Jugend Familie Gesellschaft Recht” in Switzerland, which offers specialist expertise, advisory services, content development for e-learning programs, coaching in crisis situations and advanced training in the German-speaking area, Switzerland, Austria and Germany. He sold the institute in 2016.

He also deals with questions of radicalization and the motivations of juvenile murderers. His Ulm study group on the subject of sexual abuse questioned 2,500 people and was able to show that the number of cases is many times higher than stated by the Catholic Church.

In 2018, Fegert received the Federal Cross of Merit on ribbon .

Since January 1, 2020, Fegert has been the new President of the Trauma Foundation in Ulm.
