Japan Nuclear Energy Safety Organization

The Japan Nuclear Energy Safety Organization (JNES, English for "Japanese Nuclear Energy Safety Organization "; Japanese 原子 力 安全基 盤 機構 , genshiryoku anzen kiban kikō , for example "Organization for nuclear energy safety fundamentals ") is an expert organization for the safety of nuclear facilities based in Minato , Tokyo . It was established in October 2003 and has 432 employees, headed by Katsuhiro Sogabe (as of April 2011). It is organized as a self-governing body under the supervision of the Ministry of Economy and works together with the Japanese Nuclear Regulatory Authority (NISA).

Tasks and activities

In contrast to the German Society for Plant and Nuclear Safety and the French Institut de Radioprotection et de Sûreté Nucléaire , which are primarily active in research and advice, the JNES is also directly responsible for the ongoing inspection and monitoring of nuclear facilities and the transport of nuclear waste as well as the operation of Emergency operations centers for nuclear accidents.

The organization consists of eleven departments with the following responsibilities:

  • Policy planning and coordination
  • Human Resources and Accounting
  • Inspection of nuclear facilities
  • Emergency preparedness and operations centers
  • Development of security standards
  • Safety in processing and transporting radioactive waste
  • Earthquake security
  • Monitoring of the nuclear fuel cycle, especially the Rokkasho reprocessing plant
  • Surveillance activities on the west coast ( Fukui branch )
  • public relation
  • International programs and cooperation

JNES operates the Asian Nuclear Safety Network (ASNS), an East Asian cooperation for nuclear safety, and the Japanese training center of the Information System on Occupational Exposure (ISOE), a cooperation between the Nuclear Energy Agency and the International Atomic Energy Organization for the radiation protection of nuclear power plant employees.

Fukushima nuclear disaster

The JNES emergency facilities proved to be of no use during the serious accidents at the Fukushima I nuclear power plant in March 2011. An automatic reporting system for data from the nuclear power plant failed when the tsunami hit . The operations center near the power station had to be evacuated after a few days because it was not protected against the ingress of radioactive substances . The electricity was also out at times; the existing emergency generator did not work. Research by the television station NHK revealed that almost all JNES operations centers lacked protective devices against radioactive contamination .

The organization subsequently supported NISA in investigating the accident, including with calculations of radioactive emissions .
