Jenna was born with her twin sister Barbara at Baylor University Medical Center in Dallas. While her family lived in Dallas, she attended Preston Hollow Elementary School . Because of her father's nomination for governor of Texas, the family moved to Austin and Jenna attended St. Andrews Episcopal School , which was followed by Austin High School , whose final exam she passed in 2000. As a student at the University of Austin , she received negative attention several times. She was accused of possessing alcohol even though she had not reached the minimum age of 21 in Texas. A little later she identified herself with a false name in order to purchase alcohol. In 2004 she received her university degree in English.

While she spoke out against her father's presidential candidacy in 2000, she supported it four years later. So she traveled to numerous countries in which the outcome of the election was uncertain. She also gave a comedic speech with her sister at the Republican National Convention in New York City . Because of their commitment, which was comparable to that of the daughters of their father's opponent, John Kerry , the phrase "fight of the daughters" arose in the media for this form of election campaign.
