Johanna Frederika "Jo" Schouwenaar-Franssen (birth name: Johanna Frederika Franssen ; born May 3, 1909 in Rotterdam ; † December 24, 1995 in Bilthoven, De Bilt , province of Utrecht ) was a Dutch teacher and politician of the Partij van de Vrijheid (PvdV ) and later the resulting Volkspartij voor Vrijheid en Democratie (VVD), which was a member of the First Chamber of the States General and between 1963 and 1965 Minister of Social Welfare in the cabinet of Prime Minister Victor Marijnen .

Life

After attending the Haganum public high school in The Hague, Johanna Frederika Franssen, the daughter of a teacher, began studying Classical Philology at the University of Leiden , which she finally graduated in 1934 after taking the candidate examination in January 1931. In 1930 she had already started teaching classical languages ​​at a lyceum in The Hague, where she worked until September 1, 1936. After that, on September 1, 1936, she began teaching classical languages ​​at the Erasmianum grammar school in Rotterdam, and from September 1, 1936, she was also a teacher of classical languages ​​and ancient history at the girls' college in Rotterdam. In addition, she completed postgraduate studies in Etruscology at the University of Perugia , which she completed with a laureate.

After the end of the Second World War , Jo Schouwenaar-Franssen began her political career in the Partij van de Vrijheid (PvdV), which she represented as a member of the Rotterdam City Council between September 2, 1946 and September 6, 1949. In 1954 she became a teacher at the reform pedagogical school Werkplaats Kindergemeenschap, founded in 1926 by Kees Boeke and his wife Beatrice "Betty" Cadbury, where she also taught classical languages ​​until July 24, 1963.

On November 6, 1956, she became a member of the First Chamber of the States General for the Partij van de Vrijheid (PvdV), which emerged from the PvdV, and was a member of this until July 24, 1963. She was also a member of the European Parliament from January 16, 1961 to July 24, 1963 as a representative of the States General .

On July 24, 1963, Prime Minister Victor Marijnen appointed her as Minister for Social Welfare (Minister van Maatschappelijk Werk) in his cabinet, to which she was a member until April 14, 1965. As the successor to Marga Klompé, she was the second female minister in the Netherlands.

For his political services, Jo Schouwenaar-Franssen was appointed Grand Officer of the Order of Orange-Nassau on April 20, 1965 . After leaving the government, she began teaching classical languages ​​again in August 1965, before representing the VVD in the First Chamber of the States General from September 20, 1966 to May 10, 1971. In addition, she was from September 6, 1966 to September 1, 1970 also a member of the parish council of De Bilt.

In 1945, Jo Franssen married the naval officer and politician Arie Jan Schouwenaar , who between 1958 and his death on December 12, 1962 was a member of the Second Chamber of the States General as a representative of the social democratic Partij van de Arbeid (PvdA) . This marriage resulted in a daughter and two sons, including Koos Schouwenaar , who was mayor of Middelburg between 2002 and 2012 and has represented the VVD as a member of the First Chamber of the States General since 2011.

Jo Schouwenaar-Franssen's nephew, Huub Franssen , was also a member of the Second Chamber of the States General and also represented the PvdA there between 1956 and 1977.
