Joe Fenech

Joseph "Joe" Fenech (born April 2, 1931 in Birkirkara ; † March 24, 2005 ibid) was a Maltese politician of the Partit Nazzjonalista (PN), who was between 1976 and 1996 member of the House of Representatives and between 1992 and 1995 the office of Justice Minister clothed.

Life

Fenech was the son of attorney Tommaso "Sur Tumas" Fenech , who was also a member of the House of Representatives for the PN between 1927 and 1939. After attending St Aloysius College in Birkirkara, he studied law at the University of Perugia and the Royal University of Malta , from which he graduated in 1955 with a doctorate in law (LL.D.). He then took up a position as a lawyer.

He had run unsuccessfully for a seat in the House of Representatives in the elections on March 26 and 28, 1966 and June 12 and 14, 1971. In the elections on September 17 and 18, 1976 Fenech was elected for the first time for the Partit Nazzjonalista as a member of the House of Representatives, to which he belonged until October 26, 1996. At the beginning of his membership in parliament he acted between 1976 and 1981 as secretary of the PN group .

After the PN victory in the elections on May 9, 1987, Fenech was appointed by Prime Minister Edward "Eddie" Fenech Adami as Parliamentary Secretary for Maritime Affairs (Segretarju Parlamentari ghall-Affarijiet Marittimi) in his first cabinet . In the second Fenech Adami cabinet, he held the office of Parliamentary Secretary for Maritime and Coastal Affairs between May 3, 1990 and February 27, 1992.

In the third cabinet of Prime Minister Fenech Adami, Fenech took over the post of Justice Minister (Ministru tal-Gustizzja) on February 27, 1992 . In this capacity, he initiated some legal reforms, but was also sharply criticized for the pardon of the drug dealer Queiroz. On April 1, 1995, he finally resigned as Minister of Justice and was replaced by the previous Parliamentary Secretary for Tourism, Michael Refalo .

In addition to his political activities, Fenech was also the Vice President of the Malta Football Association (MFA) and was also President of the Duke of Connaught's Own Band Club for more than 30 years .

His marriage to Marlene Ellul gave birth to the three children Mark, Antonio "Tonio" and Joanna. His second son Tonio Fenech is also politically active and was Minister of Finance and Economics in the second cabinet of Prime Minister Lawrence Gonzi between 2008 and 2013 .
