After the partition of Saxony, which was agreed upon in the Congress of Vienna , he became a Prussian judicial commissioner and notary . A small part of the Zeitz Abbey remained with the Kingdom of Saxony, which meant that the funds of the Procurator's Office had to be split up. For this purpose, he was appointed Compensation Commissioner and sent to Dresden in 1817 to reach an agreement there.

Johann Friedrich Hütter made sure that an orphanage was built in Zeitz, in whose premises the school teacher seminar of the monastery was also housed.

In 1828 he was elected mayor of Zeitz. thereupon he laid down the administration of the procurature and the church box. After the introduction of the revised city ordinance in 1831 as part of the Prussian city reform , he was re- elected mayor by the city councilors. He remained in this office until his death. While he was in office he improved the organization of the school system, had a new community school built and the community school had its own director. Before his death, he suggested building a new hospital building. He left a widow and a married daughter and son.
