Johann Robert Mende first worked in Lauban and was elected on October 1, 1867 by the city council of Liegnitz to the post of town planning councilor and member of the magistrate. On May 13 or May 26, 1873 he was called to Breslau, where the city council had offered him a similar position. He was sworn in on August 8 and remained in office for a twelve-year term. At the same time there was Ferdinand Alexander Kaumann, a second town planning officer who was previously responsible for the areas on the right of the Oder ; When Mendes took office, the competencies were reallocated. Since then, Kaumann has mainly been responsible for civil engineering, hydraulic engineering and bridge construction, while Mende has been responsible for structural engineering.

After the end of the term of office, Mende ran again for election, but was still subject to the preliminary decision Richard Eger and Richard Plüddemann , who eventually became his successor. From 1886 Mende took over the management of the city's building police as a building inspector . In 1893, at the age of 69, he retired.

As an architect, Mende was one of Schinkel's late imitators and was a fan of the arched style throughout his life . The first half of his term in office in Wroclaw fell into the start-up crisis . During this time, the change in municipal architecture from plastered to brick facades finally took place. Already at the end of the 19th century his work was attested to be bad taste and an architectural fiasco ( Karl Masner ).
