Sir John Holmes , GCVO , KBE , CMG , (born April 1951 in Preston , England ) is a British diplomat and was the United Nations Under-Secretary-General for Humanitarian Affairs and UN Emergency Aid Coordinator from 2007 to 2010 .

Holmes attended Balliol College at the University of Oxford . From 1973 he worked for the British Foreign and Commonwealth Office for three years , during which time he was also temporarily posted to the British Mission to the United Nations in New York . From 1976 he worked in the British Embassy in Moscow . From 1978 he worked again for the British Foreign Office in the departments for the Middle East and North Africa .

In 1982 Holmes became Assistant Private Secretary to the Secretary of State. From 1984 to 1987 he worked at the British Embassy in Paris . From 1987 to 1991 he again worked in London . He then worked as a consultant for economics and trade to the British Ambassador in New Delhi (India) until 1995 . From 1995 he worked again in London, initially as head of the "European Union" department in the Foreign Ministry, and from 1997 as Principal Private Secretary to Prime Minister Tony Blair . From 1999 to 2001 Holmes was ambassador to Portugal , then until 2006 ambassador to France .

In January 2007, he was selected by UN Secretary General Ban Ki-moon to the Under-Secretary General for Humanitarian Affairs of the United Nations and UN Emergency Relief Coordinator appointed. In September 2010 he handed this over to Valerie Ann Amos, Baroness Amos .
