Kadir Topbaş (spoken: Topbasch ) (born January 8, 1945 in Altıparmak , Yusufeli municipality , Artvin province ; † February 13, 2021 in Istanbul ) was a Turkish politician and member of the AKP . Between March 2004 and September 2017 he was Lord Mayor of Istanbul.

Topbaş 'father Hüseyin Topbaş came to Istanbul in 1928, his mother only in 1935. During the Second World War, the mother was in her home village Altıparmak in the Yusufeli district of Artvin province. Kadir Topbaş was born there on January 8, 1945. The final move to Istanbul took place in April 1945. He completed elementary school and high school in Istanbul. In 1972 he graduated from the theological faculty in Istanbul and in 1974 the faculty of architecture at the Mimar Sinan Güzel Sanatlar Üniversitesi . Topbaş wrote his doctoral thesis on the position of the Hıdiv Kasır ( Kasır is Arabic for property) in civil architecture on the Bosporus .

He worked as an architect for many years, and was briefly a teacher at the Küçükçekmece High School in Istanbul. From 1994 to 1998 Topbaş was an advisor to the then Mayor Recep Tayyip Erdoğan . During this time he worked on the restoration of many historical sites in Istanbul. In the Ministry of Culture, he already represented the interests of the Chamber of Architects as the elected chairman. In 1999 he was elected Mayor Beyoğlus and on March 24, 2004 the Lord Mayor of Istanbul. On March 29, 2009, he was confirmed in office in the local elections in Turkey , as well as in 2014. Topbaş initially resigned from his office on September 22, 2017 without giving a reason.

Topbaş was married and the father of two sons and a daughter.

Topbaş died on February 13, 2021 of multiple organ failure after a prolonged COVID-19 illness.
