Karsten Behr

Karsten Behr (born December 12, 1964 in Hamburg ) is a German politician ( CDU ). From 1994 to 2008 he was a member of the Lower Saxony state parliament .

Life and work

Behr attended the elementary school at Burggraben in Stade and then the Vincent-Lübeck-School in Stader . After graduating from high school and doing military service, he studied business administration and economics at the University of Hamburg . Behr has been the managing director of the Lower Saxony Bingo Environment Foundation since 2009 .

Behr is married. He has two sons and a daughter.

Political party

Behr has been involved in party politics since he was 20 years old. He joined the Junge Union in 1985 and the CDU in 1988. Between 1988 and 1992 he was chairman of the local JU branch in Wiepenkathen , and from 1989 to 1993 he was chairman of the Stade branch of the JU. In 1989 Behr was also elected to the district executive committee of the Stader CDU. From 1991 he was also a member of the CDU district executive. From 1993 to 1995 he was district chairman of the JU Elbe-Weser . From 1995 to 2004 he was district chairman of the CDU Stade. Behr gave up the district chairmanship in the course of an affair over illegal employment relationships in the CDU district office in Stad. Behr is deputy district chairman of the CDU Elbe-Weser.

In 2007, Behr lost an internal party vote against the then deputy CDU district chairman Kai Seefried for his party's direct candidacy in constituency 56 (Stade) in the Lower Saxony state election in 2008 .

MP

Behr was elected to the state parliament in 1994 and 1998 via the state list of the CDU Lower Saxony. In the state elections in 2003, he moved into the state parliament as a directly elected member of the Stade constituency with 54.6 percent of the first vote. In the election for the 16th Lower Saxony state parliament on January 27, 2008, Behr ran for 79th place on the CDU's state list in Lower Saxony and missed re-entry into the Lower Saxony state parliament.

As a representative of Lower Saxony, Behr was a member of the Congress of Local and Regional Authorities of the Council of Europe (CLRAE) from 2003 to 2008 . The country first sent him from 2003 to 2006 as a deputy member and from 2006 to 2008 as a full member of the advisory body of the Council of Europe . During his membership he was, among other things, Deputy Chairman of the Institutional Committee of the Chamber of Regions.

In 2004, Behr was a member of the 12th Federal Assembly for the state of Lower Saxony .

Local politics

Behr is a member of the council of the Hanseatic City of Stade and was chairman of the CDU / voter community / FDP group there from 2001 to 2011. He has been chairman of the city council since 2016.

From 1991 to 2009 Behr was a member of the district council of the Stade district. From 2007 to 2009 he was First Deputy District Administrator . In the district council, Behr was most recently a member of the district committee , the committee for regional planning and environmental issues and the committee for economy, transport, agriculture and tourism.

As a representative of the Stade district, Behr is a member of the supervisory board of the railways and transport company Elbe-Weser GmbH (EVB), the shareholders 'meeting of the Verkehrsgesellschaft Nord-Ost-Niedersachsen mbH (VNO) and the shareholders' meeting of the Hamburger Verkehrsverbundes GmbH (HVV).
