Anne Katherine Carnell AO (born May 30, 1955 in Brisbane , Queensland ) is an Australian politician and former Chief Minister of the Australian Capital Territory .

Carnell studied pharmacy at the University of Queensland , where she graduated with a bachelor's degree in 1976 . In 1977 she moved to Canberra with her husband , where they opened a pharmacy in 1980 .

Raised in a Liberal home, Carnell joined the Young Liberals at age 15 . In 1992 she was elected to the Australian Capital Territory Legislative Assembly for the Liberal Party of Australia . After being named head of her party in the Australian Capital Territory a year later, she was elected Chief Minister of the Territory in 1995. She held these two offices until her resignation in 2000. During her time as Chief Minister, she campaigned for drug policy reforms.

Carnell is a pro-choice supporter and supports Republicanism in Australia.

In 2006 she was awarded the title of Officer of the Order of Australia .
