The Caucasus Emirate ( Russian Кавказский Эмират / Kawkasskij Emirate ; Arabic إمارة القوقاز الإسلامية, DMG Imārat al-Qauqāz al-islāmiyya ; Chechen Имарат Кавказ / Imarat Kawkas ) is a proclaimed Islamic state in the Russian North Caucasus that is not recognized by the international community . It sees itself as a kind of successor state to the Chechen Republic of Ichkeria , which is also not recognized internationally , but encompasses far more areas than the latter and sees itself as a pan-Caucasian movement. Leading members of the Chechen government in exile, however, distance themselves from the Caucasus emirate.

history

The Caucasus emirate was proclaimed on October 31, 2007 by the Chechen terrorist and rebel leader Doku Umarov . Umarov confessed to both the 2010 attacks on the Moscow Metro and the 2011 terrorist attack at Moscow Domodedovo Airport .

On May 26, 2011, the US government put the Umarov-led emirate on the US-led list of terrorist organizations and offered a bounty of up to five million dollars for clues that led to the capture of Umarov. When he was killed in 2013, Ali Abu Muchammad al-Dagestani succeeded him as "Emir". After his death Mohammed Suleymanow again took over the office of "Emir". In 2015, the organization swore the oath of allegiance to the terrorist organization Islamic State .

Current situation

The Caucasus emirate is currently virtually nonexistent, the claimed territory is under the control of the Russian government. However, militant supporters of the Caucasus emirate repeatedly carry out attacks in the entire North Caucasus; Its goal is to establish an Islamic state in the North Caucasus in accordance with Sharia law . Both Russia and the United States label the Caucasus emirate a terrorist organization. The United Nations Security Council also put the Caucasus emirate on a list of organizations that work with al-Qaeda .

The emirate is also controversial among the numerous peoples of the North Caucasus. It is unclear to what extent the political goals of the Islamists find sympathy or support in the population. At most a very small minority should actively support these goals. Leading members of the Chechen separatist movement (including Akhmed Sakayev ) reject the emirate.
