Kay Scheller (born January 28, 1960 in Kiel ) has been President of the Federal Audit Office since July 1, 2014 .

education and profession

Kay Scheller studied 1981-1986 jurisprudence and laid in 1991 the second legal state examination. After a short period in the State Chancellery of Mecklenburg-Western Pomerania, he worked at the Federal Ministry for Women and Youth from 1991 to 1994 and at the Federal Ministry for Education and Research from 1994 to 1997 . From 1997 to 1999 he worked in the Federal Chancellery before moving to the CDU / CSU parliamentary group in 1999 , for which he worked as parliamentary group director from 2005 to 2014.

At the beginning of April 2014, the leaders of the Union and the SPD agreed on Scheller to succeed Dieter Engels in the office of President of the Federal Audit Office.

Administration and other offices

After assuming the office of President of the Federal Audit Office, Scheller initiated a structural reform within the Federal Audit Office and the external financial control of the federal government, which came into force on January 1, 2017. The previously independent examination offices were dissolved and integrated into the Federal Audit Office. One level of the hierarchy has thus been abolished. The number of examination departments and examination areas remained unchanged. However, the audit departments are now more focused than before on key policy areas.

Scheller has earned a reputation as an intrepid trustee for the needs of external financial control, "very friendly in tone and very firm in his statement".

Scheller has been a member of the United Nations Board of Auditors, the central audit committee of the United Nations, since 2016. There he is responsible for auditing the UN peace missions and the UN climate secretariat.

In his function as President of the Federal Audit Office, Scheller is also chairman of the Federal Personnel Committee and Federal Commissioner for Economic Efficiency in Administration (BWV). As BWV, Scheller works towards the economic fulfillment of the federal tasks and a corresponding organization of the federal administration through suggestions, reports or statements.
