Volkmar Hopf (born May 11, 1906 in Allenstein ; † March 22, 1997 in Wiesbaden ) was a National Socialist lawyer, during the Nazi dictatorship district administrator in the occupied protectorate of Bohemia and Moravia and after the end of the war State Secretary in the Federal Ministry of Defense and President of the Federal Audit Office .

Life

The son of an ophthalmologist studied law . In the period from 1932 to 1933 he was a councilor and personal assistant to the mayor Hans Lohmeyer in Königsberg in East Prussia and was close to the DNVP . After the handover of power to the National Socialists , he became a member of the NSDAP with effect from May 1, 1933 . Hopf was also a member of the Association of National Socialist German Jurists (BNSDJ) and the National Socialist People's Welfare (NSV) . He switched to the German Community Day as department head and managing director and advised the city of Preussisch Friedland on which resolutions could be used to set a special visit time for the Jewish population in the city bathing establishments. Hopf worked on the creation of a legal commentary, The New Law in Prussia , which was mainly drawn up by Roland Freisler and Ludwig Grauert . From 1934 he was district administrator in the Franzburg-Barth district in Pomerania. He was a close friend of Dietrich Allers , the manager of the T4 murder campaign . From 1939 he was chief district administrator in the Zlín district in the Protectorate of Bohemia and Moravia occupied by the German Reich . Hopf called for the execution of death sentences. Alternating with administrative work, he was drafted into the Air Force between 1940 and 1945 and was represented in office during this time. He acted as a flight instructor , pilot and squadron captain . Hopf was eventually taken prisoner of war in the rank of first lieutenant in the reserve .

In the post-war period, Hopf first worked in Wiesbaden as an association syndicate in the fertilizer industry. Since 1951 he was employed in the Federal Ministry of the Interior , where he was promoted to ministerial conductor.

In 1955 Hopf was transferred to the Federal Ministry of Defense, where in 1956 he took over the management of the finance and budget department as ministerial director. In 1959 Hopf became a permanent state secretary in the Ministry of Defense. In October 1962 he was given short leave because of his involvement in the Spiegel affair . In 1964, Hopf was appointed President of the Federal Audit Office and Federal Commissioner for Economic Efficiency in Administration. In 1971 Hopf retired. He died on March 22, 1997 in Wiesbaden.

In 1969 Hopf received the Preussenschild , an award from the East Prussian Landsmannschaft . He was a member of the Teutonia Jena fraternity (1924–1975).
