Life

Study and promotion to Managing Director of Norges Råfisklag

Hoem, son of the police superintendent Sverre Hoem and his wife Arna Røskeland, began to study law after attending school in 1945 , which he graduated in 1950 as Candidatus juris (Cand. Jur.). Subsequently, in 1950, he was initially appointed police officer in Skien and was then secretary in the Ministry of Fisheries between 1951 and 1954 and also secretary of the Fisheries Information Committee from 1952 to 1954.

In 1955, Hoem joined the fishing company Norges Råfisklag , which has its own sales organization for fish, shellfish, molluscs and small whales. From 1955 to 1959 he was first secretary of the sales office in Tromsø and then from 1959 to 1963 legal advisor to the company.

After a brief position as Vice-Director, he became Managing Director of Norges Råfisklag in 1964 and held this position until his death in 1987. In addition, since 1964 he was a member of the export committees for frozen fish and fish fillet as well as for stockfish. At the same time, he was a member of the board of A / S Nordfisk in Svolvær between 1964 and 1970 and was also chairman of the supervisory board of A / S Fiskernes Bank from 1968 until his death .

Fisheries Minister 1971 to 1972 and referendum on joining the EC in 1972

On March 17, 1971 Hoem was appointed by Prime Minister Trygve Bratteli as Minister of Fisheries (Fiskeriminister) in his first government. He resigned from this ministerial office almost ten months later on January 24, 1972 because of differing views on the start of accession negotiations to the European Communities, which Bratteli was pursuing and which were resolved by Storting in 1970 with 132 votes to 17. His successor as Minister of Fisheries was Magnus Andersen , who had already held this ministerial office between 1963 and 1965 in the fourth government of Prime Minister Einar Gerhardsen .

His resignation in connection had an impact on the referendum in Norway on September 24th and 25th, 1972, in which accession to the European Communities was rejected by 53.5 percent of voters. In the discussion about accession, one of the questions that played a role was whether accession would give EC partners free access to fishing waters. As a result of this defeat and the apparent misjudgment of the will of the electorate, the referendum ultimately led to Bratteli's resignation on October 7, 1972.

After his resignation he retired from political life and devoted himself to his management activities at Norges Råfisklag until his death .
