The 2013 local elections in Schleswig-Holstein took place on May 26, 2013. Voting took place from 8 a.m. to 6 p.m. in around 2,600 electoral districts .

Municipal elections, district elections, direct elections

In the municipal elections, the voters voted on the municipal councils in 1,079 (out of a total of 1,106) municipalities and in four independent cities. In addition, the district councils in the eleven districts of the country were newly elected in the district election.

In two cities ( Meldorf and Barmstedt ) the direct elections for the full-time mayor also took place on the date of the local elections.

Eligible voters

All citizens of EU countries who had reached the age of 16 on election day and had lived in Schleswig-Holstein for at least three months were eligible to vote. At 2.35 million, the number of eligible voters was around 1.5% higher than in 2008. Around 50,000 eligible voters were citizens of a foreign EU state, and around 150,000 eligible voters were allowed to vote for the first time.

Changes compared to the 2008 local elections

The following significant changes were made compared to the 2008 local elections :

  • The population limit, up to which municipalities do not elect a municipal council , but meet in a municipal assembly, was raised from 70 to 100 inhabitants in March 2012, but was reset to the original value of 70 in December 2012. Therefore, the 70-inhabitant limit will remain in effect in the 2013 local elections.
  • The direct election of the district administrators, which was introduced in 1998 and in some districts was carried out in parallel to the municipal and district elections in the 2008 election, was abolished by the law of September 16, 2009 in Schleswig-Holstein. Therefore, there was no direct election of district administrators in 2013.
  • Since the 2008 local elections had some large municipal councils with numerous overhang mandates, the calculation of which was also not clearly regulated, the number of direct representatives in municipalities with more than 15,000 inhabitants was reduced by one, from 150,000 inhabitants by two and in the districts by four constituencies reduced, so that while the total number of seats remained the same, the number of representatives on the list increased accordingly. In addition, the seat allocation procedure was changed: while in the 2008 local elections the seats were allocated according to the D'Hondt procedure , the Sainte-Laguë / Schepers procedure was now used.

Turnout and results

The turnout in the district election reached an all-time low of 46.7% (2008: 49.7%). It was particularly low in all four independent cities in the state ( Flensburg : 35.9%, Lübeck : 37.1%, Kiel : 37.2% and Neumünster : 39.8%). The highest voter turnout was on Hallig Gröde ; there it was 88.9% (eight out of nine eligible voters).
