Cultural and family association

The culture and family association (KuF; official spelling: Kultur & Familien Verein eV ) was a German mosque association in Bremen - Gröpelingen, also known as Masjidu-l-Furqan . The association was assigned to radical Islamic Salafism and banned by the Bremen Senator for the Interior in December 2014. A mosque and other club rooms belonged to the KuF. Up to 70 believers met each week for Friday prayers (as of 2014).

Bremen's industry, u. a. the shipyards recruited Turks, Greeks and Yugoslavs as workers in the 1960s and 1970s. There are many migrants living in the districts of Bremen-Walle and Bremen-Gröpelingen, which border the ports. A migrant community established itself in Gröpelingen, which is predominantly dominated by people of Turkish and Kurdish origin.

Activities of the association

In 2008 the Salafist René Marc Sepac founded the KuF after an unsuccessful attempt to " jihad " to Afghanistan. The rented clubhouse was a former daycare center in Gröpelingen. From 2008, the Bremen Office for the Protection of the Constitution observed the association.

In 2009 a meeting of European Salafists took place on the premises of the KuF.

On December 5, 2014, Interior Senator Ulrich Mäurer banned the KuF ( association ban ) because its purposes and activities violated criminal laws. Then the KuF had acted against the “constitutional order” and the “idea of ​​international understanding”. In 2014, more than 100 police officers searched the premises of the KuF. Immediately after the Friday prayer, the police took action against the KuF in Gröpelingen. The officials determined the identity of the mosque visitors and searched the rooms of the association. At the same time, a large-scale raid started, in which the police in Gröpelingen searched 17 apartments and shops of association members. The ban entered into force on January 6, 2015.

Links of the association to terrorism

According to information from Radio Bremen, 15 adults from the vicinity of the KuF traveled to Syria by 2014 to fight for the terrorist organization “ Islamic State ” (IS). They took eleven children with them. In March 2014, parents of emigrants protested against the KuF. They made the association responsible for the radicalization of their sons and for the motivation to fight terrorism.

The alleged assassin, who set off an explosion in a hotel in the Danish capital Copenhagen in September 2010 , announced the protection of the constitution.

In 2011 the Munich Higher Regional Court sentenced the co-founder of the KuF, René Marc Sepac, to three and a half years in prison for supporting a terrorist organization . Marc S., known as the “Emir of Gröpelingen”, tried twice to travel to a terror camp . In the course of the investigation, the premises of the association were searched by the police in 2008. Marc S. is said to have continued to be active out of prison.

In 2014, the Bremen constitution protection chief Joachim von Wachter suspected in the taz that eight men, five women and seven children had moved to Syria from around the club.

Islamic associations kept their distance from the cultural and family associations. The Bremen Shura, the amalgamation of 25 mosque associations, turned against extremism.

Successor organizations

On February 16, 2016, the Salafist association Islamischer Förderverein Bremen e. V. banned by the Bremen Senator for the Interior Mäurer as an alleged successor or replacement organization of the KuF. The announcement of the club ban was caused by searches of the club rooms and u. a. accompanied by a total of twelve private apartments belonging to leading association members. The club rooms, including the mosque, operated by the Islamic Friends' Association in Bremen have been officially closed.

The Islamic Friends' Association Bremen was originally founded in 2009 by a completely different group of people, but soon after it was founded it no longer showed any club activities. After the KuF was banned, leading KuF members apparently decided, according to the Senate, to infiltrate the Islamic Friends' Association Bremen and finally to take it over. According to the investigations of the Interior Senator, not a single one of the original members of the association was still active in the association at the time the Islamic Friends' Association was banned, while all visitors identified in the previous months were supporters of the KuF and in some cases also held leading positions there.

The club concerned filed a lawsuit against the association ban in March 2016, which has not yet been decided as of January 2018.
