Kurt Frey (administrative lawyer)

Kurt Frey (born August 11, 1913 in Kiel ; † December 19, 1993 ) was a German administrative lawyer and education expert. From 1955 to 1975 he was General Secretary of the Conference of Ministers of Education .

Life

After graduating from the Kiel School of Academics in 1932 , the son of a family of lawyers studied law in Kiel and Munich and passed his first state examination in May 1937 . The passionate sailor had previously participated in the 1936 Olympic sailing competitions and undertook several study trips abroad. He was primarily interested in the Scandinavian countries, where he occasionally worked as a sports journalist even after graduating; he also married a Swedish woman.

When the Second World War broke out , Frey was drafted and served as a reserve naval officer. After returning from captivity in 1947, he first became managing director of the Kiel Student Union and in 1950 took over the management of what was then the Association of German Student Union (today: Deutsches Studentenwerk, DSW ). In this function he participated in the first social surveys of the student unions and - on their basis - in the creation of the Honnef model , an important forerunner of the Federal Education Promotion Act .

Frey was also a member of the board of the German section of the World University Service and in 1953 appointed Secretary General of the German Commission for UNESCO .

In 1955 he finally took over the post of General Secretary of the Conference of Ministers of Education , which he held until his retirement in 1975. During this time he operated the expansion of the KMK secretariat, including by incorporating the Central Office for Foreign Education , the Pedagogical Exchange Service or the "Pedagogical Office" founded in Wiesbaden in 1947 (since 1957 the KMK's documentation and information service).
