Kurt Graulich

Kurt Graulich (born in Offenbach am Main in 1949 ) is a German administrative lawyer.

Life

Kurt Graulich attended the Humboldt School and the modern-language grammar school Rudolf Koch School in Offenbach. From 1968 he studied law at the Johann Wolfgang Goethe University in Frankfurt, where he passed the first state examination in 1973 . He then went to the legal preparatory service in the district of the Darmstadt Regional Court and passed the 2nd state legal examination in Wiesbaden in 1976 .

In April 1976 he began his professional activity as a public prosecutor in Darmstadt, subsequently changing positions in courts and in the Ministry of Justice. He joined the SPD in 1970 and was chairman of the Working Group of Social Democratic Lawyers (ASJ) in the SPD district of Hessen-Süd for twenty years until 2008 .

Graulich was appointed judge at the Frankfurt am Main Administrative Court in 1979 and was temporarily seconded to the Kassel Administrative Court. He was born in 1983 at the Johann Wolfgang Goethe University in Frankfurt a. M. doctorate in law. (Topic of the dissertation: The need for approval of the amendment, extension and repeal of laws and ordinances ) In December 1991 he was transferred to the personnel department as head ministerial advisor to the Hessian Ministry of Justice . The opposition leader and CDU parliamentary group chairman Roland Koch accused him of lying in a parliamentary committee of inquiry.

In 1999 he was appointed judge at the Federal Administrative Court, where he was a member of the 6th Revision Senate. There he dealt with conscription law , police and regulatory law , the law of the intelligence services as well as press and broadcasting law. In February 2015 he was retired for reasons of age.

Graulich is co-editor and author of a commentary on federal security law and co-author of a commentary on telecommunications law. He also writes proceedings in the journal of the Humanist Union . Journal of Civil Rights and Social Policy . Greyish is quoted with the statement that " secret services are a strain for the principle of the democratic constitutional state". He is also a practicing Zen Buddhist and has translated the Diamond Sutra into German.

In July 2015 he was selected by the Federal Government to NSA - special prosecutor determined. He is supposed to inspect the selector lists in the context of the global surveillance and espionage affair for the NSA investigation committee . In November 2015, he was accused of copying important legal assessments from a BND paper.
