State Office for the Protection of the Constitution Bremen (LfV) is the state authority for the protection of the constitution in the state of Bremen . Dierk Schittkowski has been the director since 2016 . The authority is overseen by the Senator for Home Affairs (Department IV).

Legal bases

The State Office for the Protection of the Constitution of the Free Hanseatic City of Bremen works with its employees on the basis of the Federal Constitutional Protection Act (BremVerfSchG), the Bremen Security Review Act (BremSÜG), the Anti- Terrorism Data Act ( ATDG) and the Article 10 Act (G 10). The cooperation takes place with the other state authorities for the protection of the constitution . The legal regulation of the Federal Constitutional Protection Act (BVerfSchG) protects the citizen's data protection and is subject to the principle of proportionality . The verification of persons is only permitted on a legal basis. The requirements for a review can be found in the Bremen Security Review Act .

tasks

The free democratic basic order to ensure and protect primary goal of the secret service in the state of Bremen, at the same time the security of the federal and state governments . In this regard, the State Office for the Protection of the Constitution of the Free Hanseatic City of Bremen collects and evaluates information, including through intelligence services, about efforts against the free democratic basic order. These include the phenomena areas of right-wing extremism , left-wing extremism , foreign extremism , fundamentalism of all forms and the Scientology organization. Counter- espionage is also one of the tasks of the LfV Bremen. The protection of the constitution is an element of well- fortified democracy . The findings of the LfV are published in the annual report for the protection of the constitution .

The control of the State Office for the Protection of the Constitution of the Free and Hanseatic City of Bremen is incumbent on, among other things, the Parliamentary Control Commission of the Bremen Citizenship , the courts and the Bremen data protection officer .

Budget and staff

In the 2018 budget year, the Bremen Office for the Protection of the Constitution had an amount of 2,943,577 euros for staff and 1,181,968 euros for material resources. In addition, there were investments of 313,200 euros. The total budget in 2018 was 4,438,745 euros. The employment volume comprised 65.5 full-time positions.

history

In October 1949, the Senate of the Free Hanseatic City of Bremen decided to set up an authority that would later become the LfV. In 1954, the agency employed 24 people. The first chief officer was the police officer and trade unionist Heinz Klemmer . The real expert for the intelligence work was his deputy Hans Meisner . In 1955 he was to switch to the Military Counter-Intelligence Service (MAD) and set up the Bundeswehr Intelligence School .
