The State Office for the Protection of the Constitution Saarland (LfV) is the state authority for the protection of the constitution in the German state of Saarland . The authority began its work on the basis of the "Act on the Establishment of a State Office for the Protection of the Constitution" of July 8, 1957. The Saarland budget for the 2012 financial year showed material resources for the LfV amounting to around 529,600 euros. The establishment plan for 2018 showed a total of 60 positions. With the parliamentary resolution of April 18, 2018, the Saarland constitutional protection no longer acts as an independent authority, but is incorporated as a department (Department V) of the Ministry of the Interior.

Legal basis

The legal basis for the work of the State Office for the Protection of the Constitution Saarland is the Saarland Constitutional Protection Act (SVerfSchG) in the version of March 24, 1993, last amended by the law of October 26, 2010 (Official Journal I p. 1406).

control

"Due to the manageability of the state and the structural conditions of the individual observation areas, there is no annual report for the protection of the constitution in Saarland "

However, a situation report for the protection of the constitution has been published since 2013 .

organization

The LfV is structured as follows:

  • Department Z (Central Services / Data Protection)
  • Department I (Evaluation of Extremism)
    • I / 1: left-wing extremism
    • I / 2: right-wing extremism
    • I / 3: Foreign extremism
  • Department II (Procurement, Organized Crime , Counter- Espionage)

The director of the LfV is on the same level as the G 10 office .

Controversy

Observation of the party Die Linke

In 2006 it became known that the Saarland intelligence agency was monitoring Oskar Lafontaine . Lafontaine was the SPD's candidate for chancellor in the 1990 Bundestag election and has been a member of Die Linke since 2005 . The Saarland constitutional protection agency ended the surveillance of the left in 2010 after the left achieved a 19 percent increase in votes in the 2009 state elections .
