The state election in Saarland 2009 took place on August 30, 2009 . On the same date, a new state parliament was elected in Saxony and Thuringia .

The CDU of Prime Minister Peter Mueller suffered losses in the double-digit percentage point range. It lost the absolute majority in the state parliament. The SPD under Heiko Maas also lost votes, but remained ahead of the left , which achieved by far the best result in a West German state with its top candidate Oskar Lafontaine . The FDP was able to grow significantly. Also, Alliance 90 / The Greens succeeded in re-entry into the state parliament.

The turnout was 67.6%, an increase of 12.1 percentage points compared to the 2004 election.

initial situation

The CDU has ruled in Saarland since 1999 with an absolute majority . In the election on September 5, 1999, the Christian Democrats won a wafer-thin absolute majority with 45.5% and 26 seats, the SPD was just behind with 25 seats. In 2004 the CDU was able to expand this majority and finally received 27 mandates. The SPD had to accept heavy losses with its top candidate Heiko Maas. It lost 13% of the vote and from now on was represented in the state parliament with only 18 members. Bündnis 90 / Die Grünen and the FDP / DPS fought for re-entry into the state parliament in 2004, to which Bündnis 90 / Die Grünen has not belonged since 1999 and the FDP / DPS since 1994. Both succeeded with three seats each. Since Barbara Spaniol's move from Bündnis 90 / Die Grünen zur Linken (2007), Bündnis 90 / Die Grünen only had two MPs.

Election targets

The CDU went into the election campaign without a coalition statement. The incumbent Prime Minister Müller commented on this:

“The Union should certainly admit that the degree of substantive agreement with the FDP can be sufficient to dare to undertake a joint political project. But I don't think that we need, as a large people's party that is aiming for a result of 40 plus x percent, to make a specific coalition offer. "

The SPD's election goal was to replace the CDU government. Furthermore, the tuition fees for students at Saarland universities should be abolished. The Saar-SPD's top candidate did not rule out a coalition with the left. The left sought a coalition with the SPD.

Possible coalitions

At least 26 members were required to form a majority government. Both a grand coalition of CDU and SPD (32 mandates) and a three-party coalition with the participation of the Greens came into question for the formation of a government , either in a 27-mandate red-red-green or a so-called Jamaica coalition (also 27 mandates) .

On October 11, 2009, the Greens paved the way for the first Jamaica coalition at the state level with their surprising decision to enter into coalition negotiations with the CDU and FDP at a state party conference. After party congresses of the CDU, FDP and the Greens had approved this, the coalition agreement was signed on November 9, 2009, followed by the election of the Prime Minister and the formation of the Müller III cabinet on November 10 .
