State election in Saarland in 1947
The state elections on October 5, 1947 were the first elections in the French protectorate of Saarland . From 1947 the Saarland was an autonomous area under French protection. The 1947 elections were the first free elections to a Landtag since 1935. The Landtag's first task was to pass a constitution for the Saarland , which is why it was called the Constituent Assembly .
Only four parties that did not advocate reunification with the German heartland were allowed to vote. In particular, no offshoots from parties in the West German states were allowed. The conservative Christian People's Party of the Saarland (CVP), the Social Democratic Party of the Saarland (SPS), the liberal Democratic Party of the Saar (DPS) and the Communist Party of the Saar (KP) stood for election .
Suffrage
The seats were distributed proportionally using the D'Hondt method within the following constituencies :
- Saarbrücken (18 seats): City of Saarbrücken , Saarbrücken district
- Saarlouis (13 seats): the district Merzig-Wadern , district Saarlouis
- Neunkirchen (19 seats): District of Homburg , District of Ottweiler , District of Sankt Ingbert , District of St. Wendel
Persons who were not resident in the Saar, but in the rest of the German Reich on January 30, 1935, were only entitled to vote if afterwards they had their permanent residence in the Saar for at least ten years. As a result, around 35,000 people were excluded from voting. In addition, former members of the NSDAP and other NS organizations were not eligible to vote. Only those who were entitled to vote and had entered the electoral lists in good time could participate in the election. This explains the particularly high voter turnout: Those who did not want to take part in the election anyway did not put themselves on the electoral lists.

After the election, the CVP and SPS formed a government under Prime Minister Johannes Hoffmann .
