The election for the 15th Saarland state parliament took place on March 25, 2012. After Prime Minister Annegret Kramp-Karrenbauer's termination of the Jamaica coalition, which had been in power since 2009, and the subsequent failed negotiations on a grand coalition , the state parliament dissolved on January 26, 2012 in order to clear the way for early elections.

Prime Minister Kramp-Karrenbauer's CDU emerged from the election as the strongest force , followed by the SPD and the Left . Compared to the 2009 election, the SPD was able to significantly improve its result with gains of 6.1 percentage points. The Pirate Party , which stood for the first time in a state election in Saarland , was able to enter the state parliament with 7.4% of the votes and thus for the first time into the state parliament of a German state. The losers in the election were the FDP (–8.0 percentage points) and the Left (–5.2 percentage points). The FDP clearly failed with 1.2% on the 5-percent hurdle, with which it slipped behind the family party , and was no longer represented in the 15th Saarland state parliament. For the first time in four years ( Hamburg state elections in 2008 ), the Greens recorded losses (–0.9 percentage points) in a state election and only barely returned to the Saarland state parliament with 5.0%.

Even before the election, the CDU and SPD announced that they wanted to form a coalition after the election - then with the political situation clarified. Six weeks after the election, the two parties agreed on a coalition agreement and on May 9, 2012 elected the CDU state chairwoman and election winner Kramp-Karrenbauer as prime minister of this grand coalition .

The early election was announced by CDU Prime Minister Annegret Kramp-Karrenbauer on January 19, 2012 after she had terminated the government alliance between her party, the FDP and the Greens.

The parties previously not represented in the state parliament had to submit 300 supporter signatures per constituency for approval .

Survey

Surveys before the election forecast a head-to-head race between the ruling CDU and the opposition SPD, which could increase by almost ten percentage points compared to the last state election. Despite the rupture of the Jamaica coalition , opinion polls predicted hardly any losses or even slight gains for the Christian Democrats, while the former coalition partners FDP and Bündnis 90 / Die Grünen would have to fear that they would enter parliament. Greater losses were also forecast for Die Linke, but the status as the third strongest force in the state parliament was not seen as endangered. The pirates have already been given a good chance of entering the state parliament for the first time. After Kramp-Karrenbauer and SPD opposition leader Maas had already announced that they wanted to form a grand coalition after the election , interest finally turned to the performance of the CDU and SPD and the resulting claim to be the prime minister in the envisaged government alliance.

The following voting intentions were raised after the termination of the black-yellow-green coalition by Annegret Kramp-Karrenbauer (CDU). For the Sunday question, the polls gave the following proportions:

Controversy over the five percent hurdle

On March 15, 2012, the small party Initiative Direct Democracy , which was running for election, demanded that the five percent hurdle no longer apply in the upcoming state elections. The party submitted a corresponding application for an interim order to the Constitutional Court of Saarland. The reasoning of the party was that the five percent hurdle disadvantaged the small parties. In addition, stable political conditions can be expected in Saarland even without the threshold clause. The party relied on the reasoning that made it possible that the threshold clause in the European elections in Germany no longer applies since 2011.

The Constitutional Court dismissed the complaint on March 22 as unfounded.

Abandoning the five percent hurdle would not have resulted in any change in the distribution of seats - provided that voting behavior had remained the same under the changed conditions.

Change of faction and party after the election

Even before the first session of the state parliament, Pia Döring , who had been elected to the state parliament for Die Linke, announced that she would switch to the SPD. The SPD now has 18 members.

On January 26, 2015, the Pirate MP Michael Neyses went over to the Greens, so that since then both groups have had three members.
