The election for the 4th Saarland Landtag took place on December 4, 1960 and was the first Landtag election in Saarland after joining the Federal Republic in 1957.

Franz-Josef Röder , who was elected Prime Minister on April 30, 1959 , stood for re-election for the first time.

Starting position

During the previous legislative period, the party landscape in Saarland changed significantly. The formerly strongest party, the Christian People's Party of Saarland , first allied with the center at the federal level , became a state association of the CSU in 1957 and finally merged with the CDU Saar in early 1959 , splitting off the Saarland People's Party . At the same time, the Christian National Community split from the CDU under the former Prime Minister Hubert Ney . The German Social Democratic Party and the Social Democratic Party of the Saarland merged into the Saar SPD in 1956 . The Democratic Party of Saar became a state association of the FDP in 1957 , but still competed under the name DPS. The Saar Communist Party was banned in 1957 as a substitute organization for the Federal German KPD . Some of the KPS members joined the German Democratic Union .

Result

As a result, the CDU parliamentary group formed from the CDU and CVP lost three seats, while the SPD parliamentary group doubled from eight to 16 members. The SVP was able to unite about half of the former CVP voters, while the CNG missed the entry. The DPS lost almost half of its voters. The DDU moved into the state parliament for the first time.

Despite the loss of seats, the CDU and DPS received a viable majority, so that they formed a black-yellow coalition and Röder was re-elected as Prime Minister in January 1961.
