A leaf blower is an electric or internal combustion engine- powered garden tool for blowing away leaves . It has been widespread in the German-speaking area since the end of the 1990s and enables work similar to that with a rake , rake or broom .

In Germany, unlike other machines, there are no formal emission limit values for noise for these devices , but there are no restrictions for exhaust gases . They fall under Article 13 of Directive 2000/14 / EC.

Since October 1, 2014, these devices have been banned in the Austrian cities of Graz and Leibnitz and in the municipality of Kaindorf an der Sulm . This prohibition was included in the Styrian air pollution regulation.

In the United States , these devices have been banned in some communities since the 1970s because of noise levels.

In Germany, the Federal Environment Ministry and the Federal Agency for Nature Conservation demanded that private individuals refrain from leaf blowers for environmental reasons. The Ministry of the Environment also called on the municipalities to only use the controversial devices there and when this appears essential.
