Lloyd Melville Harcourt Barnett
Lloyd Melville Harcourt Barnett (born January 6, 1930 in Kingston Parish ) is a retired Jamaican diplomat .
Life
He studied at the London School of Economics and Political Science and received a Master of Arts in Law and Diplomacy (MALD) from the Fletcher School. In 1958 he was employed in the colonial government in the Ministry of Trade and Industry. From 1959 to 1962 he was employed by the Government of the West Indian Federation . From 1962 to 1965 he was second class delegation secretary in Washington, DC From 1965 to 1969 he was first class delegation secretary at UN Headquarters under Keith Johnson (diplomat) . From 1969 to 1972 he was a delegation counselor in the Organization of American States Department of the Jamaican Mission in Washington, DC In the summer of 1972, Barnett was a member of the Jamaican delegation to Japan , the People's Republic of China , the Soviet Union and Yugoslavia . In June 1972 he led the Jamaican contingent of a Caribbean trade delegation to Cuba . From October 1974 to 1977 he was ambassador to Havana . From October 8, 1975 to October 11, 1978 he was ambassador in Caracas , Brasília and Bogotá , based in Port of Spain . From 1984 to 1989 he was the permanent representative of the Jamaican government at the UN headquarters in New York City . From 1989 to 1992 he was Permanent Representative of the Jamaican Government to the United Nations Office in Geneva . On November 28, 1989 he was accredited at the Vienna International Center ,
