politics

In 1971, Kupfer joined the GDR CDU . He was a graduate of the CDU party college.

After the resignation of Prime Minister Alfred Gomolka and his Interior Minister Georg Diederich , he took over the Interior Ministry in March 1992 under the new Prime Minister Berndt Seite . In January 1992, Interior Minister Georg Diederich (CDU) decided to relocate the Central Reception Center for Asylum Seekers (ZAst). When the situation worsened, the hopelessly overcrowded ZAst was supposed to be relocated on September 1, 1992.

The central event during his short time as minister was the riots in Rostock-Lichtenhagen in August 1992. Kupfer was accused of massive failures and misconduct in planning and carrying out police operations. Even during the civil war-like conditions, he went home to “change the laundry and take a shower.” After the situation had calmed down again days later, he said in the WDR : “The right wing made the difference, the politicians to raise awareness of the fact that the right of asylum is restricted and that the feeling of security comes first - not only in East Germany. ”After the allegations against him of serious negligence were essentially confirmed in the course of the follow-up investigations of the riots, he stepped under pressure from the CDU, in March 1993 as Minister of the Interior and later left the CDU. His successor as Minister of the Interior was Rudi Geil , CDU.
