Pilot Brotherhood

Pilot Brotherhoods are corporations under public law . They are formed by the freelance pilots appointed for the respective sea pilot area . Its legal basis is the law on sea pilotage (Seelotsgesetz). The brotherhoods distribute the pilot money to their members according to a pilot money distribution regulation, which is previously collected by the General Directorate for Waterways and Shipping (GWDS) in accordance with the pilotage tariff regulation. This also collects the pilot fees for the provision of the piloting facilities, which serve to cover the costs of the fixed and floating pilot stations as well as the transfer and feeder vehicles. The pilot brotherhoods of the maritime pilots in turn form the Federal Chamber of Pilots .

The legal representative of a pilot brotherhood is the elderly man . He is elected to this function for five years from among the sea pilots.

The pilot brotherhoods have to fulfill the tasks assigned to them by laws and ordinances. As part of their self-administration they have to protect and promote the interests of the respective sea pilot area. They are particularly responsible for:

  • to monitor the fulfillment of professional duties
  • to promote the training and advanced training of sea pilots
  • to regulate the sequence of duties
  • mediate in disputes between members
  • To take measures to ensure that the sea pilots and their survivors are adequately cared for in the event of old age, occupational disability or death
  • to advise and support the supervisory authority in the performance of its tasks in the field of sea piloting
  • collect the pilotage fees for the account of the sea pilots on behalf of the GWDS

The German pilotage system is divided into nine brotherhoods (including seven sea pilot brotherhoods and two harbor pilot brotherhoods):

In 1990 the Federal Association of Sea and Harbor Pilots (BSHL) was founded, which sees itself as a supraregional representation and professional association of all pilots.
