Nothing is known about Ludwig Köpp's family origins and youth. He completed a law degree . He then embarked on a legal career and worked as a higher court advocate and notary .

In addition to his job, Köpp was politically active for many years. From 1849 to 1874 he worked (with interruptions) as a member of the Braunschweig State Assembly . He was also a member of the German National Association .

Köpp belonged to the National Liberals . During the revolutionary period of 1848/49 and in the following years, he advocated the small German solution on the German question , i.e. the unification of the states of the German Confederation under Prussian leadership. As a member of the state assembly of the Duchy of Braunschweig, he dealt, among other things, with educational policy issues with regard to the Braunschweiger Collegium Carolinum .
