Luigi Solari (diplomat)

Luigi Solari (* 1938 in Rome ) is an Italian diplomat in retirement .

Career

In 1964 he graduated from Parma University with a law degree . In 1967 he joined the foreign service. He was employed at Canberra , Le Havre , Mexico City , Vienna and Copenhagen .

From 1993 to 1996 he was ambassador to Ljubljana .

Italian-Slovenian relations in the early 1990s

Slovenia and Croatia agreed in their opposition to the movements of the Istrian autonomy and to any revaluation of the Osimo Treaty of 1975 which had delimited the borders between the SFRY and Italy and that the payment had made up for compensation from the SFRY. Regarding the Italian property transferred to Yugoslav sovereignty after 1947, the Slovenian government claimed that, under the Treaty of Osimo and the Treaty of Rome of 1983, they were claiming damages or restitution of property in Slovenia to 35,000 Italians allegedly during 1993.

In July 1994, the government of Silvio Berlusconi stated that until the Slovenian authorities agreed to compensate Italian nationals who fled the territory of Slovenia after 1947 and whose property belonged to the territory of Slovenia after 1947 and whose property was under communist Confiscated rule, Italy would block Slovenia's efforts to further integrate with Western Europe.

The Italian government blocked the planned negotiations for an association agreement between Slovenia and the EU until March 1995 when the new Italian government of Lamberto Dini withdrew the veto. A provisional trade and political cooperation agreement was reached in June.

In May 1996, Slovenia and Italy agreed to adopt the solution proposed by Spain, according to which Slovenia should allow Union citizens to purchase real estate in Slovenia within five years of the ratification of the Association Agreement and Union citizens who have previously been permanently in Slovenia for three years had stopped (including Italian citizens who had fled after the Second World War), could buy immediately. In June Slovenia finally signed an association agreement with the EU and applied for full membership of the organization at the same time. At the beginning of July 1997 it was announced that the Italian Parliament would implement the treaty in July 1997.

From 1997 to 1999 he was employed at the Ministry of Foreign Affairs and International Cooperation (Italy) .

From January 21st, 2000 to February 2nd, 2004 he was ambassador to Hanoi .
