Luis Moreno Ocampo (born June 4, 1952 in Buenos Aires , Argentina ) was chief prosecutor at the International Criminal Court (ICC) in The Hague from June 2003 to June 2012 .

Life

Moreno Ocampo graduated from the law faculty of the Universidad de Buenos Aires with a degree in law , from which he graduated in 1978 with a doctorate .

In 1984 he was assistant to the public prosecutor Julio César Strassera during the first trial against the generals of the Argentine military dictatorship . From 1987 to 1992 he was Attorney General of Buenos Aires and indicted those responsible for the lost Falklands War .

Ocampo resigned from civil service in protest against the prevention of further criminal trials against those responsible for the dictatorship. He then tried his hand at being a TV judge and defended the former soccer star Diego Maradona and the former Minister of Economic Affairs Domingo Cavallo as a lawyer in court . In 1989 he founded the Poder Ciudadano Foundation , which, under his leadership, advocates transparency in state affairs and civil rights.

Moreno Ocampo was a professor of law at the Universidad de Buenos Aires and taught at Yale and Harvard Universities in the United States .

In the summer of 2003, he accepted the call to be chief prosecutor of the International Criminal Court. In 2008, for the first time in the history of the ICC, he applied for an arrest warrant against an incumbent head of state, Sudan's President Omar al-Bashir , for genocide , crimes against humanity and war crimes in the context of the Darfur conflict . The application for an arrest warrant was essentially granted on March 4, 2009 by the Trial Chamber I of the ICC.

In June 2012 he was followed by his deputy, the Gambian lawyer and former Minister of Justice, Fatou Bensouda , to the post of chief prosecutor.

As a lawyer for the Iraqi billionaire Hassan Tatanaki , he helped avoid charges by the criminal court under his successor, Bensouda. According to the European Research Network EIC and Der Spiegel , he received USD 750,000 for this. Moreno Ocampo also confirmed that he or his family had several mailbox companies in offshore financial centers - this was legal.

Moreno Ocampo has been with a major New York law firm since then. He advises the World Bank, among others.
