The film covers the period from spring 1940, when the German Wehrmacht occupied the Benelux countries, to December 1941, the Japanese attack on Pearl Harbor. People from the street are shown the preparations for war. The conversion of the industry to arms production is also commented on. Original film recordings are shown with excerpts from newsreels.
