Manfred Schmitz-Kaiser

Manfred Schmitz-Kaiser (born July 12, 1951 in Berlin ) is a German bank manager. From August 1, 2012 to May 31, 2015 he was Deputy Chairman of the Management Board of L-Bank , the state bank for Baden-Württemberg .

Life

Manfred Schmitz-Kaiser studied law and economics at the University of Tübingen and completed both state law examinations as the best in his class. From 1981 to 1985 he worked there and in Stuttgart as a freelance lawyer specializing in business law . At the same time, he received his doctorate from the University of Tübingen in 1984. jur.

In the following year he entered the higher service of the tax administration of the state of Baden-Württemberg. Initially he worked in the tax office, later in the Baden-Württemberg Ministry of Finance, most recently as a government director and deputy head of the tax department.

In 1991 Schmitz-Kaiser switched to L-Bank. As director and head of the legal department from 1991 to 1994, he was responsible for all legal matters at L-Bank and its subsidiaries. Among other things, he worked out the legal and organizational basis for the separation of the market and promotional business within the L-Bank. In addition, the legal framework for the establishment of the Sächsische Aufbaubank in Dresden was defined under his direction .

In 1994 the then 42-year-old was appointed bank director with general power of attorney . He initially headed the human resources department from 1994 to 1996, and since 1996 he has been head of the Business Development I department. He was primarily responsible for the so-called bond business in economically difficult cases when commercial banks did not want to take on credit risks without the involvement of a development bank. In addition, he was responsible for the approval and administration of loans, sureties and guarantees within the framework of state and bank-owned funding programs. Within the L-Bank, he worked hard to develop the new business area of risk capital , and through his work in national working groups he contributed to the successful bank merger in Baden-Württemberg.

On June 1, 2000, he was appointed to the board of directors of L-Bank. From August 1, 2012 to May 31, 2015, he was Deputy Chairman of the Management Board. Until the end, he headed the business division with a focus on economic development , housing, infrastructure, environment and agriculture, as well as the corporate customers, credit management corporate customers, human resources and legal departments. In addition, there was equity financing and the Romanian liaison office.

In addition to his professional obligations, Manfred Schmitz-Kaiser supports the promotion of small and medium-sized enterprises in the state of Baden-Württemberg: as deputy chairman of the supervisory board of Tourismus-Marketing GmbH Baden-Württemberg, as a member of the supervisory board of the medium-sized investment company Baden-Württemberg GmbH of Baden-Württemberg International and BIOPRO Baden-Württemberg GmbH, as a member of the Exchange Council of the Baden-Württemberg Stock Exchange and the Board of Trustees of the Steinbeis Foundation for Economic Development.

Since January 31, 2003, Manfred Schmitz-Kaiser has been Honorary Consul of Romania for Baden-Württemberg. He has also been honorary professor at the Karlshochschule International University (Karlsruhe) since May 2012 .
