Martin Biermann (born March 8, 1943 in Verden (Aller) ) is a German local politician ( CDU ). From 1990 to 2008 he was head of administration of the Lower Saxon city ​​of Celle and from 1998 to 2014 state treasurer of the CDU Lower Saxony.

Life and work

In 1946 Biermann's family moved with him to Celle . There he grew up and made his Abitur at the local Hermann-Billung-Gymnasium . He then studied law in Hamburg . As a trainee lawyer, he worked in the higher regional courts of Celle and Karlsruhe . In 1972 he became a public prosecutor in Celle.

In 1974 Biermann became a research associate in the CDU parliamentary group. After the change of government in 1976 he went with Minister Wilfried Hasselmann to the Ministry of Federal Affairs and became Ministerialrat there after one year . From 1978 he coordinated the Federal Council activities of the Lower Saxony ministries for the state government and in 1982 became ministerial director and head of the Lower Saxony state representation in Bonn . He held this position until 1989. From 1985 he temporarily headed the election campaign for the 1986 state elections as Secretary General of the Lower Saxony CDU .

Political career

From 1973 to 1983 Biermann was a council member and from 1977 CDU parliamentary group chairman in Celle.

On January 1, 1990, he became City Director of his hometown of Celle. In 2001 he was elected Lord Mayor of the city after the post of senior city director was abolished . On December 31, 2008, Biermann announced his resignation three years before his retirement. He was at the head of administration for a total of 19 years. In addition to private reasons, he gave the noticeable lack of support in the Council and his own parliamentary group as reasons for resigning.

In 1992 he was appointed to the Presidium of the Lower Saxony City Council and was first elected President on September 7, 1994. He was President of the City Council from 1994 to 1997, from 1999 to 2002 and from 2004 until his resignation in 2008. In the meantime, he was vice president. In 2009 he was made an honorary member of the City Council. Since 1994 he has also been a member of the Presidium of the German Association of Cities. In the last five years of his mayor's office, he was Deputy President of the German Association of Cities.

Biermann has also been state treasurer of the CDU in Lower Saxony since 1998 . For the first time he was at the state party conference in Wolfsburg on 26./27. June 1998 elected with 94.9% of the vote. He was last confirmed in office on August 27, 2010 with 92.3% at the party congress in Lingen.

Private

Biermann was a passionate handball player at a young age. With his school team he was German champion in 1962 and 1963. At club level, he won several national championship titles. Martin Biermann is married to the German-Polish artist Ewelina Biermann-Firek and has three children.
