The exact date of birth of Matthew Talbot is unknown, but it is believed that he was born in 1762, before the USA was founded. After serving in the Georgia State Militia, Talbot embarked on a political career. In 1799 he became a member of the Georgia House of Representatives , in 1811 and from 1817 to 1822 he sat in the State Senate and became its chairman.

In this capacity he became governor himself after the death of the incumbent governor William Rabun on October 24, 1819 according to the constitution. His main task was to bridge the time until the inauguration of a new governor. In his case it was two weeks during which he naturally did not make any significant political decisions.

John Clark was elected as the new governor and Talbot took his place in the Senate again. In 1823 he made a fruitless attempt to be elected governor himself. In 1827 he was again one of the candidates for the office of governor; however, he died before election day. The Talbot County and its capital Talbotton in Georgia were named after him.
