Maurice de Broglie was a younger son of Marshal Victor-François de Broglie . He entered the clergy, emigrated to Trier during the French Revolution , where he was ordained a priest on March 11, 1792 . In 1797 he received a benefice from the King of Prussia as Provost of the Cathedral in Posen .

Returned to France in 1803, Napoleon I made him imperial almsman and on November 17, 1805, Bishop of Acqui . He received his episcopal ordination on November 17, 1805, the Archbishop of Milan , Cardinal Giovanni Battista Caprara Montecuccoli ; Co- consecrators were René des Monstiers de Mérinville , Bishop Emeritus of Chambéry , and Louis Charrier de La Roche , Bishop of Versailles . On March 3, 1807, Maurice-Jean-Magdalène de Broglie was appointed Bishop of Ghent , with papal confirmation on August 3 of the same year. However, in 1809 he fell out of favor with Napoleon, was arrested and taken to the island of Sainte-Marguerite , where he had to resign from his diocese in 1811.

After the Restoration , he received his episcopal dignity back in 1814. He opposed the ecclesiastical policy of King Wilhelm I and the oath on the constitution of the United Netherlands, because of this he again lost his episcopal dignity and was sentenced to deportation by the Dutch courts in contumaciam for disobedience . This aroused the resistance of the Catholics, which among other things became a reason for the separation of Belgium from the Netherlands (1830).
